McCARTHY'S RISE REVEALS NEW PATH TO POWER - Things have changed a lot since Bob Dole and Tom Foley rose through the ranks, the WSJ's Janet Hook writes: "This week's election of a new House Majority Leader will be a testament to a big change in the way ambitious people accumulate power in Congress and rise in its leadership ranks. What was once a long, gradual process of building trust through years of legislative work in House and Senate committees is now a much quicker march up the leadership ladder that builds more on political connections than legislative acumen.

-- "Rep. Kevin McCarthy (R., Calif.) is the odds-on favorite to win Thursday's House GOP election to choose a successor to House Majority Leader Eric Cantor (R., Va.) - his only long-shot opponent being second-term Rep. Raul Labrador (R., Idaho). Either way, the result will be a marked contrast to the kinds of senior, legislatively experienced people who used to be become party leaders.

-- "Take Bob Dole. The Kansas Republican was in the Senate for 26 years and chairman of the Finance Committee before he became Senate Majority Leader in 1985. Rep. Thomas Foley (D., Wash.) was chairman of the Agriculture Committee before being House Democratic Whip, Leader and then, after nearly a quarter of a century in Congress, Speaker of the House. The current House Speaker, John Boehner, got the job after two decades in the House, including six years as chairman of the Committee on Education and the Workforce. ... Mr. McCarthy, by contrast, is in just his fourth term in the House and hasn't even been chairman of a subcommittee. But he soon will likely be a political heartbeat away from
serving as speaker."

RAUL'S ROUGH WEEKEND -- Betsy Z. Russell reports for The Spokesman-Review: "Idaho's state Republican Party convention degenerated into a fiasco Saturday after attempts to disqualify up to a third of the delegates attending appeared to be succeeding - and the convention ended up adjourning without electing a chairman, setting a platform or doing any of it scheduled business. 'For three weeks I've tried to broker a deal to prevent what happened today,' 1st District Idaho Congressman Raul Labrador told Idaho Public Television just after the convention adjourned, but he failed; Labrador was the convention chairman. ...

-- "It ... proved not to be the finest hour for Labrador, whom many looked to as the healer for the fractured party just a day after he announced that he's running for Majority Leader of the U.S. House; instead, he ended the convention facing jeers and walkouts from his own party members."

RACE FOR GOP WHIP HEATS UP - John Bresnahan and Jake Sherman report for the hometown paper: "Candidates for whip and their backers worked through the weekend to build support, but it's not clear if the current leader - Louisiana Rep. Steve Scalise - has the votes to win it outright on the first ballot. Rep. Peter Roskam of Illinois is close behind, while Rep. Marlin Stutzman of Indiana is trying to cash in on unhappiness with the other two. For now, it's a wide-open three-way contest that pits conservatives against not only the establishment - but other conservatives. And the battle highlights some of the broader splits in the party. ...

-- "Republicans will meet behind closed doors in the Longworth House Office Buildingon Thursday to vote. Assuming each lawmaker in the 233-member conference participates, a candidate needs 117 votes for victory. If no one reaches that threshold on the first ballot, the person with the fewest votes will be eliminated and the race will be decided on a second ballot. ... If Republicans choose Scalise, it would demonstrate hunger for a conservative red-state Southern lawmaker atop the party. ... The party will maintain the status quo of leadership hailing from blue states if Roskam becomes the next whip."

GOOD MONDAY MORNING, June 16, 2014, and welcome to The Huddle, where we hope you had a wonderful, relaxing Father's Day. Your Huddle host spent the weekend in New York, where he finally caught Bryan Cranston's energetic - and haunting - portrayal of Lyndon Baines Johnson in "All the Way" as the president manipulates, lies to, cajoles and threatens members of Congress, his allies and enemies to get the 1964 Civil Rights Act to his desk. The play also brought to life legislative giants like Richard Russell, Everett Dirksen, Mike Mansfield and Hubert Humphrey. It runs through June 29 at the Neil Simon Theater.

MORE VA FALLOUT: DOCS SAY AGENCY PUNISHED STAFF WHO SPOKE UP - Eric Lichtblau writes for the NYT: "In interviews with The New York Times, a half-dozen current and former staff members - four doctors, a nurse and an office manager in Delaware, Pennsylvania and Alaska - said they faced retaliation for reporting systemic problems. Their accounts, some corroborated by internal documents, portray a culture of silence and intimidation within the department and echo experiences detailed by other V.A. personnel in court filings, government investigations and congressional testimony, much of it largely unnoticed until now."

ALL POLITICS ARE NATIONAL? -- The NYT's Ashley Parker and Jonathan Martin find some similarities in the GOP primary races that ousted House Majority Leader Eric Cantor of Virginia and sent Mississippi Sen. Thad Cochran into a runoff with his tea-party challenger:"In both states, the growth fueled by a migration of newcomers from other parts of the country and even abroad is bringing nationalized politics to races further down the ballot. It was these new arrivals, more than any other voters, who most crucially rejected two influential Republican incumbents - the House majority leader, Representative Eric Cantor of Virginia, and Senator Thad Cochran of Mississippi - in primaries this month,
upending long-held assumptions about the appeal of traditional levers of power. ...

-- "For all the talk about how partisan polarization is overwhelming Washington, there is another powerful, overlapping force at play: Voters who are not deeply rooted increasingly view politics through a generic national lens. Friends-and-neighbors elections were already a thing of the past in congressional campaigns. But the axiom that 'all politics is local' is increasingly anachronistic when ever-larger numbers of voters have little awareness of what incumbents did for their community in years past and are becoming as informed by cable television, talk radio and the Internet as by local sources of news. In this year's primaries, the trend is lifting hard-liners, but it has benefited
more moderate candidates in general elections."

ON INTELLIGENCE, OBAMA-CONGRESS RELATIONS HIT LOW POINT - Burgess Everett reports for POLITICO: "Senate Intelligence Committee Chairwoman Dianne Feinstein has taken to the Senate floor and Sunday shows to denounce the administration for failing to communicate with Congress about the release of Sgt. Bowe Bergdahl and the alleged seizure of committee documents by the Central Intelligence Agency. News of the Bergdahl trade even took two days to reach the senator. ...

-- "[T]he communications between the Senate Intelligence Committee and the White House on issues from Iraq, to the Bergdahl swap and the National Security Agency's surveillance programs are a hot topic to Feinstein's committee colleagues. Extensive interviews with 10 members of her panel in both parties revealed a flawed process that will require leaps of faith by both sides to repair."

WATERGATE GARAGE TO BE RAZED - WaPo's Patricia Sullivan reports: "One of the most historic journalism sites of the past half-century will soon vanish, following a decision by the Arlington County Board on Saturday to demolish the building and parking garage where FBI official Mark Felt secretly met with Washington Post reporter Bob Woodward during the Watergate investigation. The County Board unanimously agreed to allow Monday Properties to replace its two 12-story, 1960s-era buildings at 1401 Wilson Blvd. in Rosslyn with a 28-story residential tower and a 24-story commercial building. The parking garage beneath the existing building will be razed, although the county will save the
historical marker it erected in 2011..."

SPURS ON TOP AGAIN - AP's Brian Mahoney: "The [San Antonio] Spurs finished off a dominant run to their fifth NBA championship, ending the [Miami] Heat's two-year title reign with a 104-87 victory that wrapped up the series in five games. Painfully denied 12 months ago by the Heat, this victory party was worth the wait. ... San Antonio erased an early 16-point deficit and routed Miami for the fourth time in the series, denying the Heat's quest for a third straight championship. A year after the Spurs suffered their only loss in six finals appearances - a heartbreaking seven-game defeat - they turned the rematch into no match at all."

FRIDAY'S TRIVIA WINNER - Ben Goodman was first to correctly answer that real-life Majority Whip Kevin McCarthy gave actor Kevin Spacey the line, "Vote your conscience, vote your district. Just don't surprise me," for his role as Majority Whip Frank Underwood in Netflix's "House of Cards."

TRIVIA CORRECTION: A couple Huddle readers emailed last week to say that our answer that the Arlington Memorial Bridge is the only drawbridge connecting Virginia to Washington, D.C., technically was incorrect. If you look at a D.C. map, they said, both ends of the bridge are within the D.C. boundary.
