Subject: Heads up on Food for Peace

Pete, extraordinary ending last night. Well done. Pete, I gather the Budget may seek to monetize Food for Peace, Title II, a program that has worked well for over 50 years, going back to Pres. Kennedy and George McGovern. The program is strongly supported by a coalition of NGO's and farm organizations because it is a win-win.

Politically, cash assistance will never garner the same level of support as agriculture commodities. It is similar to food stamps in the US in that regard. Please re-think this idea. Happy to discuss with your staff. There is a very emotional commitment to Food for Peace in the Midwest, especially. Marsh
