TEA-PARTY EARTHQUAKE: HOW DAVE BRAT BEAT CANTOR - POLITICO's Jake Sherman and Alex Isenstadt report, with Jake in Glen Allen, Va.: "Eric Cantor had several million dollars, seasoned political consultants and a poll-tested message. Dave Brat had two paid staffers who ran his campaign on a flip phone. That contrast is a microcosm of the difference in sophistication between Cantor's campaign, and the insurgent challenge of Dave Brat, a relatively unknown economics professor from Randolph Macon College. And it illustrates just how shocking it is that Brat was able to topple the majority leader after 13 years representing Virginia's conservative Seventh District in Washington.

-- "In interviews here with Brat's allies, Cantor and Brat himself, a sketch of the insurgent's winning strategy emerges - and it runs completely counter to the conventional wisdom of this election cycle. This year was branded as one where the establishment strikes back. In some places, it has - Senate Majority Leader Mitch McConnell (R-Ky.) toppled his tea party challenger by running an aggressive campaign.

-- "But people in Cantor and Brat's camps say that the majority leader struck back too hard. Cantor's aides take pride in running a strong race against any candidate - Democrat or Republican. But the $2 million Cantor spent to brand Brat as a liberal professor may have had the reverse effect, people close to him and Brat say. It showed voters there was an alternative to Cantor -and that was exactly what many voters wanted."

He's spent the last 18 years working as an economics professor at Randolph Macon College, a school of around 1,200 students located in Ashland, Va. THE GOP LEADERSHIP SCRAMBLE - Our own Lauren French and John Bresnahan look at who might move up the ladder with Cantor out and Speaker John Boehner possibly heading for the door: "It's unclear how long Boehner plans to stay on, or whether Cantor's defeat will alter the Ohio Republican's thinking on his own future. There has been speculation for months that Boehner could step down after Election Day, or before the end of the next Congress, with Cantor in place as his certain successor. ...

-- "Majority Whip Kevin McCarthy, the current No. 3 in the House, is all but certain to run for the majority leader post, GOP sources said. McCarthy's office declined to comment on Cantor's loss or McCarthy's plans.

-- "But the California Republican likely will be challenged by a member of the conservative wing of the House GOP Conference, potentially including Reps. Jeb Hensarling of Texas, Jim Jordan of Ohio or Cathy McMorris Rodgers of Washington. And a full-scale war will break out for majority whip, with Scalise, McMorris Rodgers and Reps. Pete Roskam (R-Ill.) and Pete Sessions (R-Texas) all possibilities for that post. ... GOP Rep. Paul Ryan is next in line for the Ways and Means Committee gavel and has said he wasn't running for leadership, a stance he may now have to rethink."

WILL CANTOR RESIGN? - It's a possibility, writes WaPo's Paul Kane: "By 9:30 Tuesday night, senior GOP aides were not sure if Cantor would stay on in leadership as a lame duck for the remainder of his term, or if he would resign immediately and set off a leadership race that would be certain to draw contenders from several ideological wings of the party....

-- "On Tuesday night, a large group of right-wing leaders was dining at the Northern Virginia home of L. Brent Bozell III, a longtime conservative activist and chairman of ForAmerica, a group that had targeted Cantor throughout the primary. Sitting around the table, eating pasta and toasting the sudden development were members of the Club for Growth, the Heritage Foundation, Tea Party Patriots and the Family Research Council. Bozell and others there said they would soon push Rep.Jeb Hensarling(R) to challenge Boehner or run for majority leader, believing that the conservative Texan and chairman of the House Financial Services Committee could use Cantor's defeat to climb the ladder."

GRAHAM CRUSHES 6 TEA-PARTY CHALLENGERS, AVOIDS RUNOFF --Cynthia Roldan and Schuyler Kropf report for The Post and Courier in Charleston: "On a night that saw a major tea party upset in Virginia, U.S. Sen. Lindsey Graham out-maneuvered six challengers to secure the Republican nomination without a runoff. The win represents an overwhelming victory for the GOP establishment, while also sending much of the South Carolina tea party packing.

-- "'Leadership and problem-solving comes with some political risk,' Graham told more than 250 supporters at the Hilton Columbia Center Hotel after he was declared the winner. 'You get lots of people running against you. But I'm here to tell you it's very much worth it.' Graham collected about six out of every 10 Republican votes Tuesday. The victory is considered especially significant because the tea party movement in South Carolina was among the most active in the nation."

CRUZ NO LONGER CANADIAN - Will Weissert writes for the AP: "Canada-born U.S. Sen. Ted Cruz has made good on a promise to renounce his birth country's citizenship - doing so amid speculation he could make a run at the White House in 2016. Spokeswoman Catherine Frazier said Cruz's action became official May 14 and that Texas' junior senator received written confirmation at his home in Houston on Tuesday. She said the tea-party-backed Republican 'is pleased to have the process finalized.' ... Cruz, 43, was born in Calgary, Alberta, in 1970, while his parents were working in the oil business there. His mother, Eleanor, is from Delaware, while his father, Rafael, is a Cuban became a
U.S. citizen in 2005. ... Amid questions last August about his eligibility to be president should he decide to run, Cruz released his birth certificate to the Dallas Morning News - and said then that he was surprised to learn he was a dual Canadian-U.S. citizen."

TRENT LOTT'S SEERSUCKER DO'S AND DON'TS - Abby Livingston writes for Roll Call: "Do channel your inner Dianne Feinstein. "She was a great player," he said. "The second year or so, Dianne came over and said, 'Is this a guy thing, or can the women get in on it, too?'" ...

POLS' #FAKEFOLLOWER PROBLEM - Darren Samuelsohn reports for the hometown paper: "Politicians hustling to stay relevant on the social media battlefield should take notice before boasting about large numbers of Twitter followers: Their stats are almost certainly juiced. A black market for fake followers - commonly known as "bots" - has infiltrated nearly every politically linked account from the White House to Congress to the 2016 campaign trail, undermining the reliability for one of the most commonly cited metrics of success in the Twittersphere.

-- "According to a POLITICO-driven analysis, heavy hitters with Twitter handles attracting the highest rates of fake followers include the president's political account @BarackObama (46.8 percent), Democratic National Committee Chairwoman Debbie Wasserman Schultz's @DWStweets (35.1 percent), the official handle @SenJohnMcCain (23.6 percent) and likely White House aspirants @HillaryClinton (21.9 percent) and @ChrisChristie (18.9 percent)."

WRRDA COULD BOOST LANDRIEU CAMPAIGN - Scott Wong reports for POLITICO: "Plenty of red-state Democrats in Congress are running far away from President Barack Obama these days. But on Tuesday, Sen. Mary Landrieu was just behind the president's right shoulder, cheering as he signed the $12.3 billion Water Resources Reform and Development Act. Landrieu, a Louisiana Democrat, is one of the GOP's top targets of 2014, and Obama may be one of the most unpopular politicians in her home state. But she said she had no misgivings about appearing with Obama in the Eisenhower Executive Office Building, even as Republicans try to tie her to his health care and climate policies. ...

-- "Landrieu, who chairs the Senate Energy and Natural Resources Committee, is betting that a multibillion-dollar levee and flood protection project she fought to include in the final bill will boost her reelection hopes. For her hurricane-ravaged state, any legislation that can help prevent another Katrina-style catastrophe plays well with voters back home. And Landrieu has been seizing every opportunity to make sure they know the role she played in securing the 100-mile project commonly known as 'Morganza to the Gulf.'" POLITICO Pro:

HILL SOAP OPERA - Rachel Bade reports for POLITICO: "The Capitol Police Inspector General is investigating the relationship between a rising-star deputy police chief and a subordinate married to another officer, and the circumstances surrounding her move to another job on Capitol Hill, POLITICO has learned. Force officials knew as late as early May that the two were allegedly involved in a romantic relationship, according to multiple police officers. ...Around the same time, management re-assigned the lower-ranking officer to a new post, removing her from the chain of command of the man with which she was alleged to have an affair. The department says the move was simply to fill a
department need. But her new position, though a lateral move, was considered cushier, since officers say they believe it comes with weekends off, a rarity for some in the force of around 1,775 sworn officers who protect Capitol Hill."
