> The State Oil Fund of the Republic of Azerbaijan (SOFAZ) announces a Request For Proposal for outsourcing a part of its private equity portfolio allocation to a Seperate Account Manager. The selected Account Manager is expected to construct and manage a PE portfolio, and provide client services. Bidders are subject to the below mentioned qualifications criteria:

> a. Experience in PE asset class over 15 years covering both fund investments and direct private equity investments including:

> i. Experience in Buyout investments not less than 15 years

> ii. Experience in Venture Capital investments not less than 8 years

> iii. Experience in Mezzanine class not less than 5 years

> iv. Experience in Growth investments not less than 3 years

> b. The proposer firm must have at least $15 billion Private Equity assets under management

> c. Number of SWFs or similar government institutions serviced by the proposer firm on private equity side must not be less than 2..

> d. The proposer firm’s assets under management must cover major developed and emerging regions of private equity market

> e. Last 10 year net total average fund of fund IRR of the proposer should be not less than 10%

> f. No history of material regulatory infractions involving similar or related investment products.

> To facilitate the process, Request for Proposal (RFP) will be sent to interested parties. Bidders should inform SOFAZ about their intention by email and send their bid offer in hard copy, as well as via e-mail to the address indicated in the RFP. Deadline for the submission of proposals is October 31, 2014 at 18:00 local time (GMT+4). The review process will start on November 3, 2014 at the administrative headquarters of SOFAZ (Neftchilar Avenue 24, Baku, Azerbaijan Republic, AZ 1004).
