Here below, is a brief synopsis of the TCPP, Natural Gas opportunity
Michael Lin mentioned on Friday last.

Devon, I am not sure of the available capacity on existing gas pipelines
running from KAZ to China. There may be no room for additional gas to ship
in that direction, however if you can ask your contacts while you are there
that would be helpful. As you can see below this Chinese firm has an
immediate need for gas and they have storage capabilities so this is worth
chasing down.
Perhaps Burisma has some thoughts on where we could source a supply chain
for TCPP.

Hunter we will meet this Chinese team tomorrow at your office at 3:00pm so
we can discuss their specific needs in more detail.

I am scouring my contacts in the LNG sector in order to try and find some
supply for this deal.

Here is the summary of TCPP:

*Objective:*
Locate potential natural gas/LNG supplier in (Kazakhstan or elsewhere) that
might be interested in selling to TCPP.

*Background:*
In China’s push to reduce air pollution and reduce coal consumption natural
gas is being promoted especially in urban areas like Tianjin (located about
90 miles southeast of Beijing on the coast). Tianjin has willing buyers for
natural gas (including LNG shipments) if a willing supplier can be found.

*Company:*
Tianjin Command Petro Products Co., Ltd. (TCPP) is a 100% privately owned
company registered in Tianjin Harbor Economic Zone, and its import activity
has the full support of the local government and the Tianjin Development
and Reform Committee. TCPP is also working with partners in the energy
industry including China National Petroleum Corp. (CNPC- a/k/a PetroChina),
Jing-Tang LNG Co., Ltd. and China National Offshore Oil Corp. (CNOOC).

TCPP has signed agreements with both CNPC and CNOOC to use their natural
gas facilities. TCPP has access to a CNOOC terminal in Tianjin that can
throughput 360,000 tons per year of natural gas/LNG right now and can
increase that to 720,000 tons per year later in 2015. TCPP has also signed
a deal with CNPC to use their terminal in Tangshan, Hebei Province which
can throughput 1.5mm tons a year. TCPP can locate additional natural gas
terminal capacity if necessary.

TCPP will buy the natural gas/LNG and then re-sell it to customers such as
Tianjin Energy, CNPC, CNOOC and big power generation companies.

As is industry practice, upon the signing of a purchase contract, TCPP or
its entrusted party will establish an irrevocable Letter of Credit at sight
for each shipment. After inspection and discharge of the cargo, payment
will be made by wire transfer within five working days. The following
shipments would be the same.

The quality of the import should be qualified to the second class of China
national standard or higher.

With reliable overseas supply, TCCP will enhance future sales to Beijing,
and Hebei, Shandong, Henan, Jiangsu, Zhejiang provinces. The prospect is
quite good for both parties for cooperation.
