Yesterday the Senate with Sen Malloy taking the lead, gutted the revenue stream attached to the bill HB 4763. Alicia’s Law

He said it was on “principle” about fees on felons. However he has let other bills with felony fees through over the years so this seems like posturing.( I’d guess that because the House sponsor (Tommy Pope) is a republican running for Governor that they don’t want to give him this as a win and the real fight is political)

The bill establishes a fund for the ICAC and funds it thru a 6.1% increase in fees. 60% goes to the ICAC at the AG’s office and 40% goes to local ICAC affiliate police agencies across the state.

The bill will receive a “non-concur’ vote in the House today which will send it to conference (hopefully).

The Speaker and the President Pro Tem pick the conferees. We need 4 out of 6 votes to pass the House version out of conference.

Malloy just seems dug in. Not sure if he is carrying water for the Dem Caucus on this but if the SC Dems ever want to be the majority then doing this seems like a bad strategy.

At this point it’s too late to change the funding stream. Conferees either have to vote the House version out with the fees or the Senate version out with the fund and no money. Or they could kill it.

Maybe you could tell Malloy to agree to House fee for one year to get ICAC going and that we’ll work with him next year and let him sponsor a swap out for a different funding stream. Thats probably as close as we can get to a win-win.
