Two weeks ago, John Parola (HNTB) invited Stephen Gardner to serve as
a panel member or to provide another person at an HNTB “Think” forum
in NYC on November 1. We have followed-up with his admin person but
have not heard back. Could Hunter check to see if Stephen can accept?


Below is some background information about the event:

HNTB’s THINK: Infrastructure forum, a national discussion series that
brings together industry leaders and top infrastructure experts on a
variety of important and timely topics of critical importance within
the industry. The free-flowing discussion is comprised of a moderator,
Mitchell Moss of NYU’s Rudin Center for Transportation Policy, 6-8
panelists, 20 select audience members and approximately 15 HNTB
professionals. The resulting edited transcript of the discussion can
be used by all participants as a means to advocate for change – in
policy, legislation or public perception.


The topic for this forum

Creating the “right vision” for high-speed rail in the Northeast Corridor


The Northeast Corridor (NEC) and its connecting systems are centered
in the most densely populated area of our country and serve some of
its most populated cities. The NEC Master Plan identifies over $50
billion dollars worth of capital improvements that are aimed at
meeting state of good repair and core growth of the corridor through
2030. Amtrak’s own vision for HSR along the NEC calls for a
significant expansion of capacity through a true HSR corridor that
augments the existing NEC call for an investment of over $100 billion
dollars. The FRA recognizes the need for investment and is about to
undertake a corridor wide Environmental Study and Service Development
Plan that will lay the ground work for future investment in the
corridor.


Many believe that significant improvements of capacity and travel
times within the Northeast mega-region are paramount to its long term
economic vitality. With the region’s highways and airports at, or
nearing capacity, improvements to the rail system can help to meet the
regional travel needs well beyond 2030. While this level of needed
investment could be viewed as staggering, it is not whether the
Northeast needs improvements to its rail infrastructure but how these
types of bold improvements can be done.


Some key questions to be discussed:


· How best to coordinate multiple stakeholders?

· What is the right model in the Northeast to facilitate
development of a rail network that will support economic growth well
beyond 2030?

· What lessons have been learned in other regions of the world
where HSR has been developed?

· Which of these lessons will apply to the Northeast and which won’t?

· How should plans to develop improvements to the NEC foster
economic development in the region?

· How should this economic development be leveraged to fund
the development of the corridor?

· How will the needs of all the users of the NEC (intercity,
commuter and freight) be met as the NEC evolves. What will be the
role of private industry and the private financial community in future
development of the NEC?

· What other models should be considered to provide sufficient
financial resources to improve the NEC infrastructure and sustain
growth?


Why should you invest the time?


· The discussion is about a priority area for all participants
and therefore will enable you, individually and as a group, to
advocate for change.

· The format will enable you to talk about the topic in a
candid atmosphere with other industry leaders, with no media
attending.

· The event is recorded (audio only) so that we can supply you
with a written edited transcript following the event. You will have
the opportunity to review your comments before a final transcript is
made available to all participants.

· HNTB will conduct subsequent external communication to
further extend your participation along with highlights from the
discussion.
