By Lauren French (@laurennfrench or mailto:lfrench@politico.com lfrench@politico.com ) THE 'HELL NO' CAUCUS GETS LIBERAL RECRUITS. From Burgess Everett, "The defeat of the Keystone XL pipeline in the Senate marked a major show of muscle for next year's new hell-no caucus: liberals. Liberal Senate Democrats united to block the controversial project, even though their imperiled Democratic colleague Mary Landrieu of Louisiana begged them not to at a Democratic Caucus lunch on Tuesday afternoon. It was a remarkable move for a group that has stood behind Majority Leader Harry Reid (D-Nev.) over the years, as he sought to protect vulnerable moderates, like Landrieu and some of her now-ousted colleagues, from taking tough votes on divisive environmental, health care and social issues. But red-state Democrats like Mark Pryor of Arkansas and Mark Begich of Alaska are on their way out, and liberals like Jeff Merkley, Bernie Sanders and Sheldon Whitehouse - with Elizabeth Warren leading the way on messaging - may cause as many headaches for Senate Republicans as tea partyers caused Democrats in the past four years." http://go.politicoemail.com/?qs=560e5a184ef17740b8f810ecf7fe4c717b9912a70ae9cc24f5d984418cbab37f http://go.politicoemail.com/?qs=560e5a184ef17740b8f810ecf7fe4c717b9912a70ae9cc24f5d984418cbab37f ABOUT LAST NIGHT. Ashley Parker and Coral Davenport report for the New York Times, "Senate Democrats, by a single vote, stopped legislation that would have approved construction of the Keystone XL pipeline, one of the most fractious and expensive battles of the Obama presidency. The vote represented a victory for the environmental movement, but the fight had taken on larger dimensions as a proxy war between Republicans, who argued that the project was vital for job creation, and President Obama, who had delayed a decision on building it. Senator Mary L. Landrieu, Democrat of Louisiana, who is facing a runoff election Dec. 6, had pleaded with her colleagues throughout the day to support the pipeline, leading to a rare suspense-filled roll call in the Senate. But she was ultimately rebuffed and fell short by one. The bill was defeated with 59 votes in favor and 41 against, and Ms. Landrieu needing 60 votes to proceed." http://go.politicoemail.com/?qs=560e5a184ef17740a3b2eaef3c677eb8372042d8dca16c213aa290add50657b2 http://go.politicoemail.com/?qs=560e5a184ef17740a3b2eaef3c677eb8372042d8dca16c213aa290add50657b2 FIRST LOOK - MURRAY: TAKE THE 'BIPARTISAN PATH' WITH BUDGET. Sen. Patty Murray is set to give a speech today about immigration and the chance the government is once again shutdown if Republicans cannot forge a budget deal. Huddle has the first look at her remarks. "This is the latest example of extreme Republicans creating uncertainty and threatening to hurt our economy if they don't get their way. And it's the exact opposite of the approach Congress needs to take going forward. We know what happens when Tea Party Republicans go down this road. We saw it just last year, when we had a sixteen-day government shutdown that brought the day-to-day workings of the government, and businesses around the country, to a screeching halt," she will say. Nancy Pelosi to serve as minority leader for another two years. The 74-year-old California Democrat - in power for the last dozen years - will once again try to regain the House majority in 2016. Pelosi was unopposed in the election and earned broad support from the Democratic Caucus despite grumbling from some lawmakers that Democrats needed a new message to excite voters after a devastating Election Day loss." http://go.politicoemail.com/?qs=560e5a184ef177408d46c53d00c99ea44fb4a213f48cf141b915569144520ab7 http://go.politicoemail.com/?qs=560e5a184ef177408d46c53d00c99ea44fb4a213f48cf141b915569144520ab7 THE NEW CHIEF INQUISITOR. Jake Sherman reports, "Utah Rep. Jason Chaffetz will be the House's top White House watchdog for the last two years of Barack Obama's presidency. The House Steering Committee - the secretive panel that selects committee chairs - tapped the third-term Chaffetz to lead the oversight panel during secret deliberations Tuesday. The choice must be ratified by the whole House Republican Conference - a largely symbolic step. Chaffetz bested two congressmen from Speaker John Boehner's home state of Ohio: Reps. Mike Turner and Jim Jordan. Turner is more senior than Chaffetz, but members of the steering committee thought the Utah Republican was more prepared and engaged in the work of the oversight committee. Boehner has five votes on the steering committee, and has the ability to sway the outcome." http://go.politicoemail.com/?qs=560e5a184ef177400bf11e57de1bf38d56c590cc4817d762e015de130dd5400d http://go.politicoemail.com/?qs=560e5a184ef177400bf11e57de1bf38d56c590cc4817d762e015de130dd5400d FLORES ELECTED RSC CHAIR. Your Huddle author writes, "House Republicans elected Texas Rep. Bill Flores to lead the conservative Republican Study Committee on Tuesday. The two-term congressman campaigned against South Carolina Rep. Mick Mulvaney as the more steady choice for the committee designed to pull Republican leadership rightward. Flores got 84 votes, while Mulvaney pulled in 57 votes on the second ballot, according to a source in the room." http://go.politicoemail.com/?qs=560e5a184ef177405050ca57eb38b997dbe79a34fecccb22598ed2f73d2d8eac http://go.politicoemail.com/?qs=560e5a184ef177405050ca57eb38b997dbe79a34fecccb22598ed2f73d2d8eac NSA BILL BLOCKED. From the New York Times, "Senate Republicans on Tuesday blocked a sweeping overhaul of the once-secret National Security Agency program that collects records of Americans' phone calls in bulk. Democrats and a handful of Republicans who supported the measure failed to secure the 60 votes they needed to take up the legislation. The vote was 58 to 42 for consideration. Senator Patrick J. Leahy, the Vermont Democrat who drafted the bill, blamed what he said was fear-mongering by the bill's opponents for its defeat. "Fomenting fear stifles serious debate and constructive solutions," he said. "This nation deserves more than that."" http://go.politicoemail.com/?qs=560e5a184ef17740c60e9e2d15a87512e1206c60f86b10b942a09087a589be72 http://go.politicoemail.com/?qs=560e5a184ef17740c60e9e2d15a87512e1206c60f86b10b942a09087a589be72 THE BILL THAT COULD BRING US ALL TOGETHER. Juliet Eilperin writes for the Washington Post,"While these measures share some obvious characteristics - they all enjoy strong bipartisan support and would affect vulnerable populations - they also hint at a broader trend. After an extended period of dysfunction on Capitol Hill, weary lawmakers and administration officials are eager to show a disaffected electorate that they can make modest changes to the way government functions." http://go.politicoemail.com/?qs=560e5a184ef17740823b9818fb092243403a7e36e534de02a8e8a453b857db47 http://go.politicoemail.com/?qs=560e5a184ef17740823b9818fb092243403a7e36e534de02a8e8a453b857db47 ILEANA ROS-LEHTINEN DISCUSSES SON' COMING ON.
