Hunter- Most people in the foreign policy community are very familiar with PEPFAR - America's signature program to fight HIV/AIDS - including the extraordinary fact that it has saved 14 million lives since its inception. But last week, as the USGLC paid tribute to PEPFAR @ 15 years, a few stunning secrets were revealed as we honored the champions and architects of this transformational program. Leading up to the 2003 State of the Union address - when President George W. Bush first announced his moonshot commitment to fight HIV/AIDS - the plan for PEPFAR had been shrouded in secrecy. Under strict orders from the president, a small team at the White House and the NIH worked to ensure that the program could actually work and deliver results prior to the speech. Looking back, White House Chief of Staff Josh Bolten deemed his order for the NIH's Dr. Tony Fauci not to tell his own boss a "bold act of internal insubordination!" SECRET #2. In talking to the architects, we learned the "secret sauce" - not only what made PEPFAR such a success over multiple administrations - but also why it literally changed how America delivers foreign assistance forever: * Both ends of Pennsylvania Avenue: While it was presidential leadership that launched PEPFAR, it was bipartisan leadership from Congress that sealed the deal. Former Senate Majority Leader Tom Daschle said it best: "[President Bush] included us from day one... We were part of a team." * On the ground: PEPFAR changed the game when it came to local partnership and ownership. As Dr. Fauci explained: "When you have a partnership, it's equal ownership. And then you [can] tell the country you're gonna own it." PEPFAR proved that this concept could work. * Ensuring results and accountability: From the outset, PEPFAR changed the focus from aid inputs to measurable outcomes and accountable metrics. Not only did this create huge achievements in combating HIV/AIDS, but it also transformed deliverables across the board for U.S. foreign assistance. * Leveraging public-private partnerships: PEPFAR paved the way for how government works alongside the business, NGO, faith, and academic communities to strengthen American engagement around the world - as we have seen through food security, energy, development finance, and other global health programs. SECRET #3. Even with all the partisan divisions in Washington, global development is now one of a handful of areas where Republicans and Democrats are actually proud to stand together. And dozens of leaders like Secretary Condoleezza Rice and Minority Leader Nancy Pelosi joined with former Senate Majority Leaders Bill Frist and Tom Daschle in the USGLC's tribute video celebrating 15 years of PEPFAR's impact.
