IT'S OFFICIAL: Tom Daschle is a lobbyist. The former Democratic leader, now running his own consulting shop within Baker Donelson, registered to lobby for the first time, after a decade of what he preferred to call strategic or policy advising. His first official client is Aetna, on Obamacare implementation, CMS changes, Medicare Advantage Rates, and Part C and Part D payment policies. The filing also names Nicole Carelli and Veronica Pollock. Daschle's turn through the revolving door, first to Alston & Bird and then DLA Piper, popularized the term "Daschle loophole" to describe the ability of former officials to cash in on K Street without registering as lobbyists, either by avoiding direct contact with lawmakers or by spending less than 20 percent of their time lobbying. Daschle always maintained his activities didn't qualify as lobbying, but those who worked with him said he didn't want the "Scarlet L" to jeopardize his prospects of returning to public office. His nomination to be Obama's health secretary was nevertheless thwarted by a tax error. Daschle previously registered with the Justice Department under the Foreign Agents Registration Act to represent Taiwan. Eric D.
