Our sources tell us that its 98% likely the Rules Committee will NOT allow these amendments, but just in case we sent an alert out this afternoon. The problem, of course, is that more and more members of Congress think cutting foreign aid is a safe offset. I will keep you posted if anything changes.

As I write, the House Rules Committee is meeting to consider amendments it will make in order during tomorrow's House consideration of the supplemental appropriations bill for Hurricane Sandy relief. Unfortunately, funding for the International Affairs Budget could be in jeopardy.

Representatives Mo Brooks (R-AL) and David McKinley (R-WV) have proposed a series of cutting amendments<http://action.usglc.org/site/R?i=4q1E8WSAxTuyR193rxBm8Q> to drastically reduce the International Affairs Budget in order to offset the cost of the Sandy package. The draconian cuts would zero out U.S. assistance to nearly all countries and place the costs of Hurricane Sandy on the backs of development and diplomacy programs.

Sources on the Hill indicate that these amendments will most likely not be made in order by the House Rules Committee. However, we need you to be ready to immediately mobilize your networks in the event that this is not the case.

We'll be in touch as soon as the Rules Committee finalizes the amendment package - most likely late tonight or early tomorrow.
