While the Court ultimately found the state justified, the decision is important not as much for the facts of the particular case but for its implications for the intepretation of statutes and regulations setting deadlines for government decisions. The court acknowledged its previous decisions tended to debate whether a time limit, such as the 90-day limit to decide on the appeal of a denial of benefits here, was "mandatory" or "directory." The court noted a previous decision that "unless the language used by the Legislature shows that the designation of time was intended as a limitation on the power of the body or officer, the provision is directory rather than mandatory." The Court determined that other cases where time limits were strictly enforced were the exception, rather than the rule. The court noted "a rule that rendered every administrative decision void unless it was determined in strict literal compliance with statutory procedure would not only be impractical but would also fail to recognize the degree to which broader public concerns, not merely the interests of the parties, are affected by administrative proceedings." In reaching its decision, however, the Court held that there would be consequences to not complying with the time limit, namely an assertion by the appellant of the decision that they were prejudiced by the delay. No prejudice was asserted in this case. The Court ruled the provision was neither mandatory nor directory, because it was a agency regulation that the agency imposed upon itself and it would have never intended to limit its power in such a way to lose the decision-making right by exceeding its own deadline.
