Goal: HNTB wants to meet with DelDOT Secretary Carolann Wicks

Reasoning: Given Secretary Wicks' role as Secretary of Transportation
for the State and as Chairman of the newly formed Northeast Corridor
Infrastructure and Operations Advisory Commission, HNTB would like to
introduce themselves as a leader in the rail/HSR engineering space.
