LOOPHOLES:Bloomberg has a buzzy story this morning on loopholes that the superrich use to limit their income tax liabilities. Jesse Drucker: "The rate at which the 400 U.S. taxpayers with the highest adjusted gross income actually paid federal income taxes --their so-called effective tax rate -- fell to about 18 percent in 2008 from almost 30 percent in 1995, IRS data show. That's the tip of the iceberg, since much of their wealth never converts into income on a tax return."

SNEAK PEEK - MANCHIN TO CALL FOR VOTE ON BOWLES-SIMPSON:West Virginia Sen. Joe Manchin will send a letter to the president and Congressional leaders this morning encouraging them to put the recommendations of the Bowles-Simpson commission up for a vote "if" the supercommittee fails. "In the year that I have been in Washington, only the Bowles-Simpson proposal has generated bipartisan support in both houses of Congress," the freshman Democrat running for reelection next year in a red state writes. "While the Bowles-Simpson framework may not be perfect, it is the only proposal I have seen that provides pro-growth tax reform and long-term entitlement reform, while cutting our national debt."
Voters want action, and they perceive that Washington is incapable of getting anything done. This is one of several maneuvers you can expect from members looking to show they want to accomplish something. We saw it last week with Marco Rubio's bipartisan jobs bill.

FAMILY LEADER - OTHER CANDIDATES PLAY FOR SOCIAL CONSERVATIVES:The biggest political event of the weekend was the Family Leader forum Saturday night in Des Moines. Playing for 3,000 social conservatives, the candidates presented themselves as flawed and emotionally vulnerable in a discussion that centered heavily on faith, abortion and gay marriage. Maggie Haberman: "Herman Cain spoke about his wife supporting him through cancer and his regret over not spending enough time with his children. He welled up twice, comforted by Rick Perry, who was sitting next to him... 'Although I was remarkably successful in many ways,' Gingrich said of his days in Congress, 'there was a part of me that was
truly hollow.' He said he read the two main Alcoholics Anonymous books - not because he was drinking, but because he had 'precisely the symptoms of someone who was collapsing.' He did not mention his two divorces specifically or his extramarital affairs...but he did talk about redemption."

GINGRICH WINS NORTH CAROLINA STRAW POLL:The North Carolina GOP conducted a straw poll Saturday night at a banquet dinner of Republican elected officials and party leaders, including many on the executive committee. Newt Gingrich won with 55 percent. Cain came in a distant second and Ron Paul finished third.Ken Cucinelli was the keynote speaker.About 200 ballots were cast.

"GROWTH AND OPPORTUNITY"-AP PREVIEWS GINGRICH ENTITLEMENT PLAN:The AP's Phil Elliot scoops that "Gingrich is set to introduce a 'growth and innovation' plan that would offer younger workers an alternative to Social Security" in a speech today at St. Anselm College. The plan reportedly "would allow some members of the U.S. workforce to choose private retirement accounts and end the expectations that Social Security will be a safety net for older workers.Gingrich's plan would also let the markets determine retirees' income." The plan sounds similar to what George W. Bush unsuccessfully pushed in 2005.
