Guys, I chatted with Tim on how their process works. NCR uses a "zero budget" process (pioneered by IBM in the 90s which Devon and I encountered 1st hand, and is used by a lot of high tech companies). This means that at the beginning of each fiscal year they have no funding. They need to put a plan together justifying an ROI on all their proposed budget items (including their own salaries). So we could get $0 or $10m from them, depending on the ROI of our proposal. So we will have to follow a specific "template" outlaying out approach, activities, projected impact, projects costs and therefore an ROI. This is a common Consulting bidding process, not sure if it is in the lobbying world. I am fully comfortable helping put this together, but wanted to give you a flavor of their process.
