By Kyle Cheney With Darren Samuelsohn The following newsletter is an abridged version of Campaign Pro's Morning Score. For an earlier morning read on exponentially more races - and for a more comprehensive aggregation of the day's most important campaign news - sign up for Campaign Pro today.( http://go.politicoemail.com/?qs=5ad9586c0d3f575aaad74718e5b6bf775589903c10c586645e7b1094a41f0ea1 http://go.politicoemail.com/?qs=5ad9586c0d3f575a85aadf082b43824ace43212998c6fdae6b9b7e39c78b5528 ) 2016 GOP - "Rand Paul looks to steal 2016 spotlight," by POLITICO's Manu Raju: "Kentucky Sen. Rand Paul is back in insurgent mode, lobbing bombs at his potential Republican presidential rivals and looking to take back a political spotlight that Bush and Romney have been hogging lately. Paul is also heading to New Hampshire and Nevada this week, hoping to strike a fire with voters who want a new voice to carry the GOP's message to the White House ... In multiple interviews with POLITICO, Paul also sharply pushed back at Rubio's criticism of his views on Cuba and even ridiculed the Democratic secretary of state in Kentucky, Alison Lundergan Grimes, who has said he cannot appear on the state's ballots for both president and the Senate in 2016." http://go.politicoemail.com/?qs=5ad9586c0d3f575a0cfaa8e27143248394f2406449d4baacf7fb388cf75b8974 http://go.politicoemail.com/?qs=5ad9586c0d3f575a0cfaa8e27143248394f2406449d4baacf7fb388cf75b8974 - "Paul taps Englander as likely 2016 campaign manager," by Katie Glueck: Sen. Rand Paul has brought on a new operative who is expected to serve as campaign manager for the Kentucky Republican's near-certain 2016 presidential bid. Paul's political team has named Chip Englander, who recently managed the successful gubernatorial campaign of Illinois Republican Bruce Rauner, to a senior adviser position, POLITICO confirmed late Tuesday. http://go.politicoemail.com/?qs=5ad9586c0d3f575acb0a3d96217964061820ea88d59e2346402300f4fec26199 http://go.politicoemail.com/?qs=5ad9586c0d3f575acb0a3d96217964061820ea88d59e2346402300f4fec26199 - Jindal emphasizes plans to speak at controversial summit: Louisiana Gov. Bobby Jindal's "Stand up to Washington" PAC blasted out a news story to reporters Tuesday that emphasized his plans to speak at a meeting of Catholic business leaders that other speakers had abandoned because of its previous anti-gay remarks. The PAC highlighted a story in the Baton Rouge Advocate that noted Jindal maintained his plans to speak at the Legatus summit, despite decisions by actor Gary Sinise and Fox News' Bret Baier to drop out. The event is scheduled from Jan. 29-31 in Naples, Fla. http://go.politicoemail.com/?qs=5ad9586c0d3f575aca7cf0d15baad14ebdee0f2a90be024241650f807064bdfa http://go.politicoemail.com/?qs=5ad9586c0d3f575aca7cf0d15baad14ebdee0f2a90be024241650f807064bdfa STATE OF THE STATE - "In speech about New Jersey, Christie talks about the country," by POLITICO's James Hohmann: "New Jersey Gov. Chris Christie reflected Tuesday during his State of the State address on a conversation he had last year with an 82-year-old woman on a rope line in Vero Beach, Fla. That's 1,100 miles from Trenton, where he was speaking to a joint session of the state Legislature ... Christie, who is gearing up for a likely presidential bid, addressed much of his 43-minute speech Tuesday toward a national audience, and he made no apologies for all his time on the road. He even referred to trips he took to Illinois, Maryland, Kansas, Colorado, Maine and Arkansas." ... The appeal to a national audience bothered local reporters. Several complained on Twitter that national correspondents from the networks and major national newspapers were invited to an off-the-record meeting ahead of the annual speech, but that they were excluded. http://go.politicoemail.com/?qs=5ad9586c0d3f575aad0893d7cf9bd8b4e008b2f18869460803db7a4a8259e3b0 http://go.politicoemail.com/?qs=5ad9586c0d3f575aad0893d7cf9bd8b4e008b2f18869460803db7a4a8259e3b0 - The New York Times reports that Christie will start a leadership PAC in the coming weeks. http://go.politicoemail.com/?qs=5ad9586c0d3f575afbb3e338401deb551a2b52d7094e338822cbb01ee1fa3f48 http://go.politicoemail.com/?qs=5ad9586c0d3f575afbb3e338401deb551a2b52d7094e338822cbb01ee1fa3f48 - Hohmann also watched Indiana Gov. Mike Pence and Wisconsin Gov. Scott Walker deliver their state-of-the-state addresses, so you don't have to. With the Colts and Packers advancing to the NFL's final four, there were plenty of football references. http://go.politicoemail.com/?qs=5ad9586c0d3f575ad883825a12f82aeba4d3ae13dc34b328d2260ae27f48dd9c http://go.politicoemail.com/?qs=5ad9586c0d3f575ad883825a12f82aeba4d3ae13dc34b328d2260ae27f48dd9c While Clinton staffs up and Romney dials McCain, here's POLITICO's Morning Score: daily news, notes and essential information for the 2015 and 2016 election cycles. STAFFING UP - "Podesta to leave White House post in February," by Katie Glueck and Edward-Isaac Dovere, with Maggie Haberman: "John Podesta, a senior White House adviser who has long been expected to play a prominent role in a potential Hillary Clinton presidential campaign, will step down from his Obama administration post next month ... . The [Wall Street] Journal also reported that he would take on a top advising role in a growing Clinton campaign apparatus." http://go.politicoemail.com/?qs=5ad9586c0d3f575adf6697dbd97439338ca3ca6ca1264c10abd642259b95d4db http://go.politicoemail.com/?qs=5ad9586c0d3f575adf6697dbd97439338ca3ca6ca1264c10abd642259b95d4db - More from Clinton World: The Washington Post reports that Clinton's tapped a few other notable operatives: GMMB's Jim Margolis is expected to run Clinton's media effort. And like the Obama campaign, Clinton's effort will divide survey work among a number of pollsters. POLITICO's Maggie Haberman has previously reported that Joel Benenson (Benenson Strategy Group) would be the campaign's main pollster, but the Post indicates she'll also enlist John Anzalone (Anzalone Liszt Grove) and David Binder (David Binder Research). http://go.politicoemail.com/?qs=5ad9586c0d3f575a1a98fea9a48a068748cda9d4e24f90a2ce676bcd909adf1f http://go.politicoemail.com/?qs=5ad9586c0d3f575a1a98fea9a48a068748cda9d4e24f90a2ce676bcd909adf1f PARTY PLANNING - "Volatile race for Fla GOP Chairman: National Committeeman backs Kurt Kelly," by the Tampa Bay Times' Adam C. Smith: "The race for Florida GOP Chairman is looking more and more unpredictable. The latest sign of trouble for Leslie Dougher, the governor's candidate and ostensible frontrunner? Republican National Committeeman Peter Feaman is endorsing former state Rep. Kurt Kelly for chairman ... This is a pretty pretty big deal in terms of making more voting members comfortable going to Feaman, considering Feaman would presumably think twice before ticking off the governor and backing someone likely to lose ... we've heard some Republicans involved in the campaign suggest/warn/hint that if Dougher doesn't win, then Gov. Rick Scott would cease raising money for the party and the Republican National Committee could find another vehicle to funnel money to for the 2016 presidential race." http://go.politicoemail.com/?qs=5ad9586c0d3f575a481eea22d8081aa09ed201c0b1a687ac8fcc2c15f096eeab http://go.politicoemail.com/?qs=5ad9586c0d3f575a481eea22d8081aa09ed201c0b1a687ac8fcc2c15f096eeab - Ohio's GOP chair, Matt Borges, cruised to another term, the Columbus Dispatch reports: http://go.politicoemail.com/?qs=5ad9586c0d3f575aa455aab30aba1fc2342be6d515dd7e68eb7bd522700098b1 http://go.politicoemail.com/?qs=5ad9586c0d3f575aa455aab30aba1fc2342be6d515dd7e68eb7bd522700098b1 OPERATIVE UPDATE - Harris taps digital firm: Trilogy Interactive has signed on to handle digital work for California Democratic Senate candidate Kamala Harris, the firm's co-founder, Brent Blackaby confirmed Tuesday. The firm, which has offices in Berkeley, Calif., Chicago and Washington, ran online efforts for several Senate Democratic campaigns in 2014, including Mary Landrieu, Dick Durbin and John Walsh. - D.C. group hire ex-Bowser aide: Five Corners Strategies tapped Bo Shuff, former campaign manager for D.C. Mayor Muriel Bowser, to be the group's new campaign director. Shuff has previously worked with Top Shelf Consulting and Progressive Congress, as well as Hillary Clinton, Equality Ohio and the Human Rights Campaign. DEMS' 2014 AUTOPSY - "Democrats' House task force to hone 2016 messaging," by Lauren French and John Bresnahan: "House Democrats on Tuesday will unveil a new task force that party leaders hope will reboot their messaging strategy ahead of 2016 ... the 16-member committee ... will include Pelosi allies such as Reps. Jan Schakowsky of Illinois, Mike Doyle of Pennsylvania and Chellie Pingree of Maine ... The panel also includes a number of members who have been increasingly critical of the direction of the Democratic Party in the House, such as Colorado Rep. Jared Polis and California Rep. Eric Swalwell. Both Polis and Rep. Jim Himes of Connecticut were heavily angling to be named Israel's successor at the DCCC but lost out to Rep. Ben Ray Luján." http://go.politicoemail.com/?qs=5ad9586c0d3f575a1d1206b09a254b192195510daed60c6288a773aed1f89b36 http://go.politicoemail.com/?qs=5ad9586c0d3f575a1d1206b09a254b192195510daed60c6288a773aed1f89b36 MITT 3.0 - "Romney decision 'sooner rather than later'" by NH1's Paul Steinhauser: "A couple of top political advisers to Mitt Romney say they think the 2012 Republican presidential nominee will decide 'sooner rather than later' regarding a third run for the White House. And if the former Massachusetts governor makes another presidential bid, Romney's telling advisers that winning New Hampshire 'is key' to capturing the GOP nomination. Veteran Granite State GOP consultant Tom Rath, who was a top adviser to Romney in 2012, tells NH1 that he believes Romney will decide 'certainly in the first quarter, which would mean before the end of March. I think it may well come earlier than that just because of how fast everything is moving right now.' Another political adviser close to Romney, who asked to remain anonymous to speak more freely, said he thinks a decision will come by Valentine's Day." http://go.politicoemail.com/?qs=5ad9586c0d3f575a4034a278dc2fbdcad79815e52433015b54438cee8d39d3e4 bit.ly/1AcYwBj - "Why Mitt Romney thinks 2016 won't be like 2012," by MSNBC's Benjy Sarlin and Kasie Hunt: "On Tuesday, Romney called Sen. John McCain ... to make the case for running again in 2016. 'Mitt has a legitimate reason for a rerun,' said McCain, who lost the presidential nomination fight in 2000 and the general election in 2008. 'He's very viable.' ... The former governor's message, according to sources familiar with the calls, is straightforward: I'm serious, my wife is on board, and I'm going to fix it ... Now in California at Stanford University, former Romney campaign policy chief Lanhee Chen is working to put together a new and improved policy plan. Longtime confidante Beth Myers, who ran Romney's vice presidential vetting process, is helping to organize the overall structure." http://go.politicoemail.com/?qs=5ad9586c0d3f575aed05af1a3247473936d3f47ac8f1a356304fb22b2459e883 http://go.politicoemail.com/?qs=5ad9586c0d3f575aed05af1a3247473936d3f47ac8f1a356304fb22b2459e883 THE WARREN CHORUS - Democracy for America and MoveOn are planning a "Run Warren Run" rally Saturday at noon in New Hampshire, part of the groups' effort to cajole her into a presidential bid. It's the launch of their Granite State effort, even as Warren continues to reject calls from the left for her to get in the race. The event is slated to be held on Commercial Street in Manchester. RYAN'S ROLE - A day after he formally bowed out of the presidential race, Wisconsin Rep. Paul Ryan was tapped to run the national GOP's fundraising effort to boost its eventual nominee. Republican National Committee Chairman Reince Priebus appointed Ryan as the chairman of the committee's Presidential Trust. It's a role Ryan held in 2012 a well before he joined Mitt Romney on the Republican ticket. The RNC uses money raised through the trust to amplify the Republican ground game and digital operations in support of the GOP nominee. The RNC, DNC and state parties are the only organizations empowered to coordinate with presidential nominees themselves and spend directly on the campaigns. CODA - QUOTE OF THE DAY: "I had plenty of fun hugging 'owners' in the stands at Lambeau Field." - Gov. Scott Walker, needling Chris Christie during his State of the State address.
