The vote is expected to be anti-climactic, with the overwhelmingly Democratic legislature lining up behind its standard-bearer. In fact, Burlington's CBS affiliate, WCAX-TV, tallied ( http://go.politicoemail.com/?qs=5a4e761085164002393cb730bb5ba96024d6c1e5bde9446df155c590803336ed http://go.politicoemail.com/?qs=5a4e761085164002393cb730bb5ba96024d6c1e5bde9446df155c590803336ed ) most of the 180 lawmakers and found Shumlin ahead 86-53. He'll need to clear 91 to secure a third term. Shumlin beat Milne by 2,100 votes on Election Day but failed to win 50 percent, triggering the legislative vote. State lawmakers haven't voted to elect the second-place finisher as governor in modern history. STATEN ISLAND SPECIAL - "The GOP's Staten Island headache," by Alex Isenstadt and Edward-Isaac Dovere: "National Republicans fear they've got a problem on their hands in an upcoming New York City special congressional election, as the party is poised to nominate a figure who could thrust the contest into the heated debate over race and police tactics. [Richmond County District Attorney] Daniel Donovan, a ... veteran political figure, is locking up the support of local GOP powerbrokers who will decide who runs in the election. But on Capitol Hill, party strategists are nervously taking stock of Donovan, who oversaw the grand jury investigation that declined to indict the officers involved in the July choke-hold death of Eric Garner, a 43-year-old black man. - "Washington Republicans, who are more focused than their local counterparts on how the party is perceived nationally, worry that Donovan's candidacy would create a national spectacle and turn the election into a referendum on his handling of the racially fraught case. The contest, which hasn't been scheduled but is expected sometime this spring, will unfold at the doorstep of 2016 presidential campaign, just as the party is trying to improve its image as being unfriendly to minorities." http://go.politicoemail.com/?qs=5a4e761085164002ec10b2b8d4a75eb04ed69823c751e059b895729f7e9c95c8 http://go.politicoemail.com/?qs=5a4e761085164002ec10b2b8d4a75eb04ed69823c751e059b895729f7e9c95c8 DATA DUMP - "Jeb to come clean," by POLITICO's Ben White: "As he lays the groundwork for a likely presidential campaign, Jeb Bush is prepared to make an early disclosure of a decade or more of personal tax returns, according to people close to the former Florida governor. The effort is meant in large part to eliminate comparisons to 2012 Republican nominee Mitt Romney, who waited until September 2012 to release just two years of tax returns after months of pressure from Democrats and even members of his own party to be more open about his extensive wealth ... No final plans for the release of Bush's returns or other financial information have been made. But people close to the matter note that as governor of Florida and as a candidate for the office, Bush released over 20 years' worth of tax returns. These people say he is prepared to make a similar move in any presidential campaign." http://go.politicoemail.com/?qs=5a4e761085164002492c851f8a2e4f49e89602b136caae076ff2b9f95c08c88b http://go.politicoemail.com/?qs=5a4e761085164002492c851f8a2e4f49e89602b136caae076ff2b9f95c08c88b While Walker staffs up and Emanuel gets A-list donations, here's POLITICO's Morning Score: daily news, notes and essential information for the 2015 and 2016 election cycles. STAFFING UP - DGA taps Platt as political director: Corey Platt, the Democratic Governors Association's campaign director in 2014, has been elevated to political director for the 2016 cycle. Prior to his stint at the DGA, Platt worked as national field director for SEIU and handled the union's presidential campaign program. He previously worked on and ran Democratic campaigns in Missouri, Pennsylvania and Arizona. - "Walker builds 2016 team with likely campaign manager," by CNN's Peter Hamby: "Wisconsin Gov. Scott Walker ... quietly brought on Rick Wiley, a former Republican National Committee political director and veteran of multiple presidential campaigns, about a month ago to build a political operation in advance of the 2016 race ... sources said ... Walker himself will attend the RNC's winter meeting in San Diego next week to meet with committee members, including delegations from the early primary and caucus states that kick off the presidential nominating process. One source close to Walker told CNN that the governor has no timeline for announcing a presidential bid but will be forming 'some kind of entity in the coming weeks to lend itself as a vehicle' - likely a leadership PAC - before moving forward with a full-blown campaign. Walker and his aides have said that he will not announce his intentions until after the Wisconsin legislative session concludes this year." http://go.politicoemail.com/?qs=5a4e76108516400228d306dfaed903abe472187067b67d5463ec2dc36520716f http://go.politicoemail.com/?qs=5a4e76108516400228d306dfaed903abe472187067b67d5463ec2dc36520716f CHICAGO MAYOR - "Spielberg, Geffen help add $760,800 to mayor's campaign war chest," by the Chicago Tribune's Bill Ruthhart and John Byrne: "Mayor Rahm Emanuel has now raised $11 million for his re-election bid after collecting $760,800 in recent weeks from well-heeled donors including Hollywood director Steven Spielberg and music executive David Geffen. The large checks can roll in thanks in large part to the fact that the state's campaign finance limits no longer apply in the mayor's race. That happened last fall after an obscure candidate who ended up not running for mayor filed paperwork stating he'd given his campaign $100,000. Under state law, once a candidate in a local race contributes $100,000 to his or her campaign within one year of an election, the state contribution limits no longer apply." http://go.politicoemail.com/?qs=5a4e761085164002008d1277f254a481bc20d2edd2574e80c748a08f51620fd9 http://go.politicoemail.com/?qs=5a4e761085164002008d1277f254a481bc20d2edd2574e80c748a08f51620fd9 TODAY ON POLITICO - "Iowa's Family Leader to host multiple cattle calls for 2016 candidates," by James Hohmann: "The Family Leader, an influential evangelical group in Iowa, http://go.politicoemail.com/?qs=5a4e7610851640028f1bb26730808930b836afcb6537c84768de7ae782287ef7 announced Wednesday that it will organize four cattle calls this year for Republican presidential candidates. Four years ago, the group took one candidate at a time to three Iowa cities on the same day. This time, it will experiment with bigger events where all the candidates can show up. 'We look at 2016 and think there's going to be too many candidates' to take them one-by-one around Iowa, said Bob Vander Plaats, who runs the group. 'This exposes our entire base to the candidates and the candidates to our entire base.' - "The first event will be held March 23 in Sioux Center in northwestern Iowa; the second will be in Mount Pleasant on April 27 in the southeastern part of the state; the third will be May 18 in Cedar Falls in northeastern Iowa; the fourth will be June 18 in Council Bluffs for the southwestern part of the Hawkeye State." http://go.politicoemail.com/?qs=5a4e76108516400247acb31e6b634532318e2644cff25790a263ad066e0d5b19 http://go.politicoemail.com/?qs=5a4e76108516400247acb31e6b634532318e2644cff25790a263ad066e0d5b19 CASH RACE - Rough quarter for Conway: Kentucky Democratic gubernatorial candidate Jack Conway spent more than he raised in the fourth quarter of last year. Conway announced Tuesday that he raised $176,000 in the past three months - a precipitous drop from the second ($751,000) and third ($398,000) quarters. The attorney general's report is now online, and it shows Conway, the lone serious Democrat in the race so far, spent $202,000. He has $952,000 cash on hand - less than the $978,000 he had at the end of September. That sum puts Conway ahead of GOP Agriculture Commissioner James Comer, who ended 2014 with $873,000 in the bank. Self-funding GOP businessman Hal Heiner had $3.5 million at the end of December, his report showed. EARLY RUMBLINGS - "Adam Clayton Powell IV Eyes Campaign to Replace Charles Rangel," by the New York Observer's Ross Barkan: "The son of a legendary Harlem congressman is looking to take one more shot at going to Washington. Adam Clayton Powell IV, a former city councilman and assemblyman, said today he is likely to jump into the race to replace Congressman Charles Rangel, who said he is retiring from the House when his term expires in 2016. 'It's important to make it clear to people this is where I'm headed,' Mr. Powell told the Observer [Wednesday], emphasizing that he is 'very interested' in running ... Mr. Powell said he planned to announce his interest in running for Congress on Facebook [today]. In addition to Messrs. Powell, Wright and Espaillat, 2012 contender Clyde Williams is also exploring a campaign for the seat." http://go.politicoemail.com/?qs=5a4e7610851640023b560097655204d62a08522ed7832abecd42adb6a50f7efc http://go.politicoemail.com/?qs=5a4e7610851640023b560097655204d62a08522ed7832abecd42adb6a50f7efc LABOR MOVEMENT - AFL-CIO preps presidential primary summit tour: The labor organization is building on its "Raising Wages" summit in Washington, D.C. yesterday with a series of conferences this spring in the first four presidential primary states: Iowa, New Hampshire, Nevada and South Carolina. The goal is to push candidates to support hiking the minimum wage and boosting worker wages in general. REMEMBERING ARCH MOORE - The Charleston (W.Va.) Daily Mail's Ry Rivard: "Arch Moore, West Virginia's only three-term governor and a six-term congressman, died Wednesday at age 91, just a day after his daughter, Shelley Moore Capito, took office as West Virginia's newest senator. Capito confirmed her father's death in an email. 'Dad loved the state of West Virginia as if it were a member of our family,' Capito said in a statement late Wednesday. 'Serving West Virginians was at the core of his very being and he cherished every moment of it.' ... Ever a polarizing figure, Moore is revered as a campaign miracle worker, a Republican repeatedly able to win Democrat strongholds. But he is also remembered for a stint in federal prison in the early 1990s for mail fraud, extortion, obstruction of justice and income tax violations." http://go.politicoemail.com/?qs=5a4e761085164002b4b968f0a78e5fd59f4a278a0087ea814a35a0a9e29d8041 http://go.politicoemail.com/?qs=5a4e761085164002b4b968f0a78e5fd59f4a278a0087ea814a35a0a9e29d8041 CODA - QUOTE OF THE DAY: "The fact that they won 14 straight pennants (actually, division titles) I think ... his Swiss Army knife versatility ... I think (Smoltz) got a lot of accolades for that, I think he got a lot of recognition for that and he's a Hall of Famer so - and I think the other big thing is, I think he's a Democrat, and so ... I know that as a Republican that there's some people that really don't like that." - Former Arizona Diamondbacks and Boston Red Sox pitcher Curt Schilling on why Atlanta Braves pitcher John Smoltz was elected to the Hall of Fame over him. http://go.politicoemail.com/?qs=5a4e7610851640026b02cf635650f2479d0669ca64573703c34a19c66faac6b8 http://go.politicoemail.com/?qs=5a4e7610851640026b02cf635650f2479d0669ca64573703c34a19c66faac6b8 Go to POLITICO Morning Score Now >> http://go.politicoemail.com/?qs=5a4e761085164002fd99a9ee31090efef6f3919c52f451488c2300444e1c7080 Go to this edition >> http://go.politicoemail.com/?qs=5a4e76108516400253d8a10ae9127af96135248b601cf26a52a9efc7d89949a2 ================================= 2015 POLITICO, LLC POLITICO Morning Score.
