09/09/2016 07:41 AM EDT By Heather Caygle (hcaygle@politico.com or @heatherscope) With assistance from Sarah Wheaton and Daniel Lippman IT'S ALL COMING TOGETHER (but could still fall apart)- With just a few weeks before Congress recesses again until after the election, everybody is staking out their positions on how to keep the government running past Sept. 30. House Republicans meet this morning to hash out the differing views in their caucus about the best path forward. (Remember folks, passing a short-term bill is the "must-do" thing for lawmakers before they can hightail it out of Washington until November.) Meanwhile, Senate leaders are gearing up to introduce a stopgap bill that funds the government until Dec. 9 and appear to be nearing a truce on the Planned Parenthood battle that's halted Capitol Hill's response to Zika. "Senior senators and aides said Thursday that the main impediment to a $1.1 billion bill to combat the virus - a fight over which health centers in Puerto Rico can use Zika funding - is likely to be dropped from the debate," report Burgess Everett, Seung Min Kim and Jennifer Haberkorn. So what does that mean? "That would allow the Zika money to more easily be tucked into a government funding bill that must pass by the end of the month to avoid a government shutdown," they write. But House Speaker Paul Ryan seems less flexible on the issue. "There is no Planned Parenthood in this bill. To put an earmark for Planned Parenthood is something that we won't do," he said Thursday. Congressional leaders, including Ryan, Senate Majority Leader Mitch McConnell, Senate Minority Leader Harry Reid and House Minority Leader Nancy Pelosi meet with the president at the White House Monday afternoon to talk funding. "The meeting comes as the White House is putting pressure on congressional Republicans to act quickly to head off any shutdown drama," Rachael Bade reports. Rachael: "Indeed, the FBI wrapped up its investigation of Hillary Clinton's use of a private email server this summer, but congressional Republicans say they're just getting started. ... And there's percolating interest among congressional Republicans in sniffing out any connections between the Clinton Foundation and the State Department." http://go.politicoemail.com/?qs=4ceaa3d3786e70ea97a693c814a3d125e7eda37df1ec13d976c35de259176503 STUCK BETWEEN A ROCK AND A FREEDOM CAUCUS- If Clinton wins, her relationship with Speaker Ryan "faces deep constraints even before it begins, in part because of a single group of people - the several dozen deeply conservative lawmakers who are keeping Ryan on a short leash and who are among the Republicans pushing for ongoing investigations of Clinton," reports the AP's Erica Werner. "Some conservatives are even saying openly that impeachment hearings should be an option against Clinton. 'There probably ought to be,' said Rep. Mo Brooks, R-Ala." "The immediate challenge, though, is navigating the remainder of the year without alienating conservatives in the House who will be necessary for his re-election as speaker." http://go.politicoemail.com/?qs=4ceaa3d3786e70ea6cdcc5eab09323f29337bd10db73b62ff37f7c08dc9a2a93 LET'S GET OUTTA HERE- Congress may be fresh from a seven-week recess but that's not stopping Senate leaders from planning their next exit strategy. The Washington Post's Kelsey Snell: "The Senate is preparing to head home earlier than planned this month in hopes of avoiding a pre-election showdown with House Republicans over legislation needed to keep the government from shutting down at the end of the month. The most optimistic timeline could have senators finishing up their work by late next week, more than two weeks before the end of the fiscal year on Sept. 30." http://go.politicoemail.com/?qs=4ceaa3d3786e70ea74e68ef951961ef2ea2bf107aacc7945061c38272a6dd6dc GUYS, WE MADE IT TO FRIDAY, Sept. 9. You're reading POLITICO's Huddle, the play-by-play guide to all things Capitol Hill. Here's a puppy that looks like a football in honor of Alabama facing off against Western Kentucky this weekend: http://go.politicoemail.com/?qs=4ceaa3d3786e70ea85ce67e4cab8d588053f75352ff526073475024d11fe7a24 TODAY IN CONGRESS- The House convenes at 9 a.m. with votes, including consideration of the bill allowing 9/11 families to sue Saudi Arabia, starting at 11:30 a.m. The Senate is not in session. AROUND THE HILL- House Republicans huddle this morning to talk about a strategy to fund the government past Sept. 30. Reps. Linda Sánchez, Mark Pocan and Mike Honda introduce social security legislation at 9:30 a.m. in the House triangle. House Speaker Paul Ryan, Minority Leader Nancy Pelosi and other lawmakers hold a remembrance ceremony on the Capitol steps at 10:30 a.m. to mark the 15th anniversary of the 9/11 attacks. WHERE ART THOU, MERRICK GARLAND? House and Senate Democrats, joined by Vice President Joe Biden, took to the Capitol Steps Thursday to chide Republicans for stonewalling Merrick Garland's Supreme Court nomination (but not before being 30 minutes late, leaving Sen. Harry Reid looking like a groom left at the altar, as Mike DeBonis tweeted). One place where Garland is missing? The Senate campaign trail. "The air wars over Garland have largely gone silent, with no Senate Democratic candidates having run television ads invoking the unprecedented Republican blockade of Garland. And some Senate Republicans have actually turned the tables, using the court to motivate their own base," report Seung Min and Kevin Robillard. Joe Heck told CNN he trusts Donald Trump to have his finger on the nuclear button. Less than 24 hours later, that response became the centerpiece of a major new ad against his candidacy for the hotly-contested open Senate seat in Nevada, the one Democratic seat Republicans have a reasonable chance of winning this November." CNN's Ted Barrett: http://go.politicoemail.com/?qs=4ceaa3d3786e70ead9d792aa2ec4f3ff2d9bbc8154d4d3fc65a42341593f5132 SHOW ME THE DATA! "If Hollywood ever remakes 'Jerry Maguire' as a political campaign movie, expect Rep. Greg Walden to be cast in the Cuba Gooding Jr. role, yelling at the top of his lungs, 'Show me the data!'' reports Roll Call's Jason Dick. Walden, speaking at the National Press Club Thursday, said he hasn't seen the evidence to back up Democrats' claims that Donald Trump is ruining the GOP's down-ballot chances. "'Where's the data? Show me the data,' he said." "Nearly a dozen GOP strategists said in interviews this week that they are taking steps to buttress Republicans in strongholds where private polling shows Trump - his recent uptick in public surveys notwithstanding - is threatening to drag down candidates running beneath him." http://go.politicoemail.com/?qs=4ceaa3d3786e70eab33da4b0f70d98daa1899ae482902471c17d16c8949ff1ec SHOCKING BOUSTANY ALLEGATIONS IN NEW BOOK- A new book by investigative journalist Ethan Brown alleges that Rep. Charles Boustany, currently running for Senate, has ties to a prostitution ring down in the Bayou State, a claim Boustany denies. Brown "cites three anonymous sources claiming ... Boustany was a 'client' of some of the murdered sex workers known as the 'Jeff Davis 8,'" writes BuzzFeed's McKay Coppins. "The book also reveals that the motel where some of the victims did their sex work was run by Martin Guillory, a field representative for Boustany who goes by the nickname 'Big G.'" Pic: pic.twitter.com/xpobC5FhTx CONSERVATIVE GROUPS TO SCORE ON CJ REFORM - FreedomWorks and the Faith and Freedom Coalition announced Thursday that parts of the House criminal justice reform package will be "key votes" that affect their scorecard. The groups are urging a "yes" vote on three bills, including the Criminal Code Improvement Act, a sweetener for the right that is not currently part of the Senate compromise and generally hated by Democrats. The scorecard is just one part of a last minute push to gin up support for criminal justice reform in the waning days of this Congress. TODAY'S TRIVIA- Kirtan with today's question: On this day (9/9), the Continental Congress renamed what is now our country, the "United States" of America. What was the previously used name and what was the document where the new name was formally used? The first person to correctly answer gets a mention in Monday's Huddle.
