EXCLUSIVE - RGA GOES ON THE AIR IN NEW HAMPSHIRE: The Republican Governors Association is moving quickly to define the winner of Tuesday's Democratic primary. "Two years ago, voters rejected Maggie Hassan's tax record - voting her out of office," a female narrator says. "As Senate Majority Leader, Hassan pushed a budget with over $300 million in higher taxes and fees, 33 tax and fee increases, a controversial new tax on small businesses, higher taxes on rooms and meals [and] increased fees for vehicle registration. Even a new tax on camping! Maggie Hassan believes in high taxes. New Hampshire doesn't." This is potentially the most up-for-grabs of this cycle's gubernatorial contests, and it
is higher profile because the Granite State's being targeted at the presidential level. Democrats will paint Republican Ovide Lamontagne as extreme on social issues. Louisiana Gov. Bobby Jindal is in Manchester this morning for a unity breakfast. Watch the ad:

BIG GET - MCCONNELL HIRES PAUL CHAIRMAN: Jesse Benton, the chairman of Ron Paul's presidential campaign, will manage Senate Minority Leader Mitch McConnell's 2014 reelection campaign in Kentucky. The Texas congressman's grandson-in-law played a key role in Rand Paul's 2010 primary upset in the state, and he understands the liberty movement as well as anyone. Bringing Jesse into the fold is just the latest smart move by McConnell, who is doing everything right to avoid a serious primary challenge from the right. He's already stockpiled more than $6 million. After his favored candidate lost a nasty race to Rand two years ago, he worked hard to forge a relationship with his junior senator and
tea party groups in the state. Assuming Romney loses, Rand has his eyes on a likely 2016 bid for president. The Associated Press' Frankfort bureau breaks the story this morning with positive quotes from Rand, former RNC chairman Mike Duncan and a Lexington tea party activist.

THE AIR WAR-
NORTH DAKOTA - HEITKAMP DISTANCES HERSELF FROM OBAMA: Democratic Senate candidate Heidi Heitkamp says she's not the candidate for voters who want a party-line vote. "I'll do what's right for North Dakota," she says, walking through a field. "That's why I stood up to President Obama to support a balanced-budget amendment and the Keystone Pipeline. And I oppose cap-and-trade. And no matter what party leaders want I'll protect North Dakota farmers from overregulation." Watch:

VIRGINIA - KAINE TOUTS SUPPORT FOR COAL: Democratic Senate candidate Tim Kaine flies in a helicopter over a southwest Virginia coal facility that he supported the permitting of as governor. With the plant over his shoulder and the chopper flying, he notes that his wife is from that part of the state. "I also support offshore energy, conservation and innovative investments in wind and solar, which together employ more than 66,000 Virginians," he says. Watch:

WISCONSIN-MAJORITY PAC, SEIU TARGET THOMPSON ON LOBBYING: "If Wisconsin families were all big corporations, we could pay Tommy Thompson to cut our taxes, just like he's promised to do for all those companies who've paid him over $13 million as their DC insider," a woman says over images of skyscrapers with common surnames plastered on. "But we're not corporations -- we're Wisconsin families. And Thompson is sticking us with the bill. While we're cutting coupons around the dinner table, Thompson's cutting deals around boardroom tables. He's taking care of special interests, while Tammy Baldwin will be looking out for ours." Watch:

MASSACHUSETTS-WARREN LIMITS HER ROLE IN NEW AD: Responding to complaints that she came off as too preachy, Democratic Senate candidate Elizabeth Warren uses a narrator - instead of her own voice - and four different 'man on the street' interviews to promote her as a populist. "For anyone who had to take the extra shift to make ends meet," a male narrator says, "for everyone who planned for a secure retirement but is facing a struggle, for all the people who played by the rules but find the system rigged against them, know this:your fight is Elizabeth Warren's fight." She quickly approves the ad in between endorsements from regular guys:

PENNSYLVANIA HOUSE - ROTHFUS PUSHES BACK ON OUTSOURCING ATTACK: "The attacks are wrong," a narrator says. "The closest Keith Rothfus has been with China is when he's ordered takeout for his family. Keith has never outsourced a single job. And FactCheck.org called Critz's liberal ally's claim blatantly false. Because of Congressman [Mark] Critz's votes, jobs are being outsourced. MINNESOTA HOUSE - HOUSE MAJORITY PAC HITS CRAVAACK: "Chip Cravaack went to Washington and brought back some strange ideas," a narrator says in an ad for the Democratic Super PAC focused on the House about the freshman who toppled Jim Oberstar. "Instead of town hall meetings, you had to pay to see him. He drives a $1,000 a month SUV at taxpayer expense, and Chip Cravaack voted to end the current Medicare system and make seniors pay $6,400 a year more while millionaires get more tax cuts. Chip Cravaack was supposed to take Minnesota values to Washington, NOT the other way around." A recent poll from the group put former Democratic congressman Rick Nolan ahead 47-44. Watch:

LIBYA-
REPUBLICANS PLAN to raise questions today about why more actions were not taken ahead of the 9/11 anniversary to protect against embassy attacks. A GOP official points to an AP story posted on Monday about Obama being briefed ahead of 9/11 on what was being done at home and abroad:

MITT BUNGLED HIS RESPONSE: "Romney's criticism of Obama over the U.S. embassy attacks in North Africa has spiraled into a debate over the GOP nominee's incendiary remarks on the subject," Maggie Haberman and Alex Burns report. "Democrats accused Romney of looking unserious, responding to a news cycle, and even some Republicans agreed, acknowledging the moment is a potentially pivotal test for a candidate who has not made foreign policy or national security central tenets of his candidacy. Some Republicans believe Romney can seize on what has been a difficult 24 hours and use it to make his policy statements more dynamic, especially in advance of an October presidential debate that will
focus solely on foreign policy and now looms larger." POLITICO:

THIS MAY STICK: Democrats are trying hard to conflate Romney's comments with McCain's claim at a similar point in September 2008 that the economy was "fundamentally sound." Obama's line to Steve Kroft in yesterday's sit-down could lead to a caricature. 'There's a broader lesson to be learned here,' Obama said. "Governor Romney seems to have a tendency to shoot first and aim later."

BATTLEGROUND BRIEFING-THE PATH TO 270:
FLORIDA SETTLEMENT WILL KEEP MOST POTENTIAL NON-CITIZENS ON ROLLS: "Gov. Rick Scott and the Florida Department of State have already removed 207 noncitizen voters using a federal immigration database, and there could be more to come," the Tampa Bay Times reports. "But most of the people on the initial list of potentially ineligible voters will remain on the state's voting rolls, officials said Wednesday. The announcements were part of a settlement with a coalition of voter rights groups that had sued over the state's attempt to purge potential non-U.S. citizens from the voting rolls...In April, the state identified 2,625 potentially ineligible voters after checking voter rolls
against a motor vehicle database that contained some outdated citizenship information. The coalition filed its lawsuit in June, accusing the state of unfairly targeting minority voters. The plaintiffs agreed Wednesday to drop most of the suit after the state signed off on several 'stipulations.'" Never forget that Florida was decided by 537 votes in 2000, which is why seemingly small stories like this one can become big ones later on:

2016 - JEB BUSH PUBLISHING BOOK ON IMMIGRATION NEXT YEAR: "Bush, who met his wife in Mexico and speaks Spanish, has urged the GOP to moderate its views and rhetoric on the divisive issue, though a harder line still pervades the Republican platform," notes the Tampa Bay Times' Alex Leary. "He is writing the book - formally called Immigration Wars: Forging an American Solution - with Clint Bolick, vice president for litigation as the Goldwater Institute and research fellow with the Hoover Institution. 'The book will present a comprehensive solution based on two core principles: immigration is vital to America's future, fueling its growth, vibrancy and creativity; yet any true and enduring
solution must adhere to the rule of the law,' read an announcement by Threshold Editions, an imprint of Simon & Shuster. Publication is scheduled for spring 2013."

"We feel like we're in a pretty good place, we've made a lot of progress today," Chicago Teachers Union President Karen Lewis said as she left contract talks shortly before midnight Wednesday. "We spent a lot of time on evaluation. We still have a lot of work to do but it seems like we're definitely coming much closer together than we were certainly this morning." More: "Chicago school board president David Vitale agreed significant progress had been made during talks Wednesday. The progress
was reported after Chicago Public Schools officials presented a revised contract proposal to the union on Tuesday and it was reviewed and discussed during talks Wednesday."Details on the proposal:

THE SENATE - LARRY SABATO SWITCHES FLORIDA TO "LEAN DEMOCRATIC": The University of Virginia political scientist speculates that there could be upsets in Indiana, North Dakota, Missouri and Connecticut. "To update our running count, this means that if every senator not up for reelection this year returns to the Senate, and every race currently safe, likely or leaning to one party in this election stays that way, the race for the Senate is tied 48-48, with four toss-ups: Massachusetts, Montana, Missouri and Virginia (but of course there's the Akin caveat in Missouri)," he writes with Kyle Kondik and Geoffrey Skelley. "These four races could eventually split down the middle, leaving a
50-50 Senate with the vice president breaking a tie."

THE HOUSE - SESSIONS HINTS HE WANTS TO STAY ON AS NRCC CHAIR: "The Texas Republican said he's having 'so much fun' as chairman of the party's campaign arm that he might vie for a rare third term at the party committee, a move that could be aimed at putting pressure on Speaker John Boehner to find him a spot at a crowded leadership table," Jake Sherman and John Bresnahan report. "Rep. Greg Walden (R-Ore.), Sessions' deputy at the campaign committee, has been openly telling colleagues he plans to run for NRCC chairman...Another explanation for the unexpected comments, offered by several aides, was that Sessions is aware that he is not going to get the Rules chairmanship and is making an early
argument for why he should remain at the NRCC. Or he's simply making discontent with limited leadership options known."

RHODE ISLAND HOUSE - NRCC LABELS CICILLINE AS CORRUPT: After his primary victory Tuesday, the NRCC goes after freshman Rep. David Cicilline for his previous job in a 1-minute web video that's part of a weekly series. "As mayor, he staged a massive cover up, misleading voters and masking Providence's fiscal crisis in order to get elected to Congress," says a narrator. "Time and time again, Cicilline's claims just didn't add up. And while Cicilline told us Providence was in 'excellent fiscal condition,' voters soon learned the truth. But not until after the election. One thing's clear, we just can't trust David Cicilline." Watch:

WASHINGTON GOVERNOR - DEMS LINK MCKENNA TO TESORO: A new web video from the state Democrats highlights contributions that Republican candidate Rob McKenna has received from the oil company linked with seven worker deaths in a refinery explosion in the state two years ago. They're seizing on a comment he made Monday that the West Coast doesn't have enough refining capacity to make up for reduced production when accidents happen at refineries.

WEST VIRGINIA GOVERNOR - RGA TIES TOMBLIN TO OBAMA: A day after West Virginia's Democratic governor went up with an ad attacking Obama on coal, the RGA uses health care to link him with the unpopular president in a new ad that will run statewide. "What's that old saying? If it looks like a duck and quacks like a duck," a narrator says. "Earl Ray Tomblin's plan sure does look like another plan we've seen: Obamacare. Tomblin's plan puts bureaucrats in charge of senior's health care (and) lets them ration health care...If Earl Ray Tomblin would try to sneak this past us in his first term, just imagine what he'd do if he got reelected?"
