Investigators found notes, handwritten in Arabic, that Sayfullo Saipov, 29, left behind which said, 'The Islamic State would endure forever,' NYPD Deputy Police Commissioner John Miller said at a late morning news conference. "A law enforcement source said Saipov came to Manhattan four times before the attack in what were believed to be reconnaissance missions.
