HOUSE TAX BILL DELAYED - House Republicans postponed their much-anticipated tax bill rollout Tuesday night as members continue to spar over key elements in the plan. The big unveiling, originally scheduled for this morning, is now pushed until Thursday. Many Republicans feel like passing a tax code rewrite is key to keeping their majorities next year and they've given themselves an aggressive schedule - get the bill through committee and passed on the floor by Thanksgiving - that provides little breathing room. But GOP leaders have kept the writing process very close to the vest, leaving most House Republicans with just an inkling of what's in the bill.

What we do know: The proposal would lower the corporate tax rate to 20 percent without phasing it in, as had been discussed in recent days. The bill will also keep the current top 39.6 percent tax rate on the wealthiest individuals - though Republicans haven't settled on which incomes would be hit by that rate. The estate tax will be repealed but maybe gradually over the next few years.

What we don't know: What tax-writers will do about the state and local tax deduction, a key for securing GOP votes from blue states like New York and New Jersey, and what, if any, changes will be made to the tax structure for 401(k) plans. There are also questions about how to ensure that wealthy individuals don't take advantage of the lower 25 percent rate on the types of companies called pass-throughs, which include small businesses like mom-and-pop grocery stores as well as large partnerships like law firms. What's next: "The contours of the plan-lower tax rates, a bigger standard deduction, fewer targeted tax incentives and a net tax cut of $1.5 trillion over a decade-have been clear for weeks," the Wall Street Journal reports. STAY IN YOUR LANE - Trump is still fuming about special counsel Robert Mueller's probe, which threatens to overshadow the GOP's tax reform push and the president's 12-day trip to Asia later this week. But despite pressure from rabble rousers like Steve Bannon, the president's top aides are signaling he plans to stay out of Mueller's way, at least for now. MARK YOUR CALENDARS - Trump has invited several Senate Republicans to the White House on Thursday to talk about a legislative solution for Dreamers, Seung Min reports. "The invitation list for the meeting, confirmed by Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) and others familiar with it, is still fluctuating, but at least a half-dozen senators who have privately been trying to hammer out an immigration plan are expected to attend." Senate Democrats, meanwhile, are considering "whether to use their ultimate leverage - the threat of a government shutdown in December - in their bid to protect hundreds of thousands of so-called Dreamers from possible deportation," Seung Min reports this morning. VIDEO DU JOUR: House Minority Leader Nancy Pelosi (D-Calif.) hit up a British pub with Late Late Show host James Corden in a video released Tuesday night. Pelosi enjoyed a root beer and took a dig at British cuisine: "I've had British food, I wouldn't call them delicacies," she joked. They noshed on Scotch eggs (look it up) and fish and chips, and played darts while talking politics. "I would like to think that Trump is an aberration but there is a danger in thinking that," she said. SOCIAL MEDIA EXECS BACK IN THE HOT SEAT - Representatives from Facebook, Google and Twitter will be back on Capitol Hill today to face a grilling from the House and Senate Intel panels. Executives from the three companies answered similar questions about Russian election interference during a Senate Judiciary hearing Tuesday. GRASSLEY WANTS MANDATORY HARASSMENT TRAINING - Sen. Chuck Grassley wants to make sexual harassment training mandatory for all Senate employees, an idea he outlined in a letter to the Senate Rules Committee this week. The Iowa Republican's input is particularly valuable given he's the chief author of the law that established a system for handling workplace misconduct on Capitol Hill, one that many staffers say is in dire need of an overhaul. GARRETT'S NOT-SO-WARM WELCOME BACK - Ex-Im Bank nominee Scott Garrett is likely to face a public berating from his former Hill colleagues during his nomination hearing today, Zachary Warmbrodt reports. Both Republicans and Democrats have expressed concerns about Garrett's outspoken opposition to the bank while in Congress and his opposition to gay candidates. The Senate Banking hearing, which kicks off at 10 a.m., will give members an opportunity to air those grievances. Garrett, meanwhile, will promise to keep the Ex-Im Bank running if confirmed despite his push to kill it while in Congress, according to his prepared testimony, Zachary reports for Pros.

BIPAWTISAN COSTUME CONTEST A HIT - Capitol Hill pups brought their best costume game for Sen. Thom Tillis' (R-N.C.) Halloween costume contest Tuesday. Dozens of pups and at least 200 people, including senators, staffers and reporters, crowded into the Hart atrium for the puppy parade yesterday afternoon. There were puppers dressed as the pope, characters from Game of Thrones, a really cute pug in a sheriff's outfit, and multiple Trump dogs, including one that had an accident on the atrium floor. Sen. Deb Fischer's (R-Neb.) adorable goldendoodle Fred was also there, dressed up as a Ty Beanie Baby.

MOORE TIGHT LIPPED AFTER SENATE LUNCH - Roy Moore was on Capitol Hill Tuesday trying to make nice with Senate Republicans after using his campaign as a cudgel against the establishment. Moore "declined to directly answer repeated questions about whether he still believes [Mitch] McConnell should no longer be the Senate majority leader, as he has declared numerous times during his campaign," Seung Min reports. He also refused to answer questions about some of his most controversial statements, including whether Muslims should be allowed to serve in Congress and if he still thinks homosexuality should be outlawed. HENSARLING ANNOUNCES RETIREMENT - House Financial Services Chairman Jeb Hensarling is the latest House Republican to announce his retirement. The Texas Republican plans to serve out the rest of his term but said Tuesday that the timing seemed right to exit after 2018 given that he's term-limited in his chairmanship. Hensarling's district is heavily Republican and there could be a competitive GOP primary for his seat. Another open question is who gets the Financial Services gavel next.
