Good Wednesday morning. BREAKING: "Scott Brown: US ambassador to New Zealand investigated over inappropriate comments: Complaints against Brown, who was Donald Trump's first ambassadorial appointment after coming into office, surfaced after a trip to Samoa," by The Guardian's Eleanor Ainge Roy in Dunedin, New Zealand: "Brown told New Zealand media on Wednesday he wanted to address 'innuendo and rumour' about his visit to Samoa in July to celebrate 50 years of the peace corps in the country.

"Brown -- speaking with his wife, Gail Huff, by his side -- confirmed he was the subject of an official administration inquiry by the US state department, which sent investigators to Wellington to look into what took place on the trip. Brown said the official complaints related to comments he had made at a party in the Samoan capital, Apia, where he told attendees they looked 'beautiful' and could make hundreds of dollars working in the hospitality industry in the US. Brown and Huff said they had 'no idea' the comments would be regarded as offensive.

"'I was told by my people that you're not Scott Brown from New Hampshire any more, you're an ambassador, and you have to be culturally aware of different cultures and sensitivities,' Brown said. FLAKE is saying the political environment is so toxic that it is unconscionable what he would have to do to win. That's the first time we've heard anything like that.

SEUNG MIN KIM and BURGESS EVERETT interviewed Flake last week, and asked him about rumors he would resign. "Well, if I weren't planning to run I think I wouldn't be having fundraisers every day and making calls. I had Marco Rubio in last week, we have Condi Rice in Thursday, coming into town. Doesn't sound like a campaign winding down."

THE BIG PICTURE -- "Trump purges his critics, but the cost could be steep," by Alex Isenstadt: "President Donald Trump is squeezing out his enemies in the Republican Party - diminishing the power of the GOP establishment and reshaping his party in his own image. With the looming exits of Arizona Sen. Jeff Flake and Tennessee Sen. Bob Corker, come 2019 Trump will have rid himself of his two most outspoken Republican detractors. What happens in the meantime -- Corker and Flake demonstrated Tuesday they are fully emboldened now to take on the president without fear of consequences - could determine the success or failure of the GOP-controlled Congress through the 2018 midterms.

"But in the short-term, there is no question: Trump, and his former strategist and now-Breitbart chief Steve Bannon, are winning. The casualty list of Trump critics is bleeding over to the House, where a swelling group of anti-Trump lawmakers from the mainstream wing of the GOP -- including Washington Rep. THE LEGISLATIVE AND POLITICAL REALITIES ...

-- INDEPENDENT-MINDED CONSERVATIVES ARE OUT. Sens. Bob Corker (R-Tenn.) and Jeff Flake (R-Ariz.) are retiring. Here's a dose of reality: these two men do not have to worry about immediate political and electoral considerations. That could be very dangerous for Trump.

-- THE BIG QUESTION SENATE REPUBLICAN LEADERSHIP IS ASKING: WILL THE MIC DROPPING SPREAD? What will other Republican senators take away from Flake's mic drop moment? Will this be the start of more senators willing to break with Trump and potentially stymie the entire GOP agenda? Or, will it be business as usual as Republicans concerned with their own self-preservation try to cobble together legislative victories on taxes and DREAMers, while keeping government open before facing the electorate in 2018.

A SIGN OF HOW MUCH THINGS HAVE CHANGED: Flake has been among the most conservative Republicans in Congress for years. He votes with the president the vast majority of the time. He sailed into the Senate in 2012, clearing his primary with 69 percent of the vote, and winning the general election by three points. Most expected him to go unchallenged by Republicans for years. But people involved in the race tell us Flake's support completely disappeared after he released his book, "Conscience of a Conservative: A Rejection of Destructive Politics and a Return to Principle." Republicans say they and Flake, himself, knew he was going to lose.

WHAT'S NEXT -- THE POLITICS: Republican operatives quickly pivoted to figuring out who can beat Kelli Ward, Steve Bannon's favored candidate, in a primary. Ward has been branded an unhinged conspiracy theorist by many Republicans. Top prospects include Arizona Rep. Martha McSally; former Arizona Rep. Matt Salmon, who retired from politics in 2016; and state treasurer Jeff DeWit, who has said he won't run for reelection in 2018. The NRSC will lead recruitment, but GOP outside groups, including Senate Leadership Fund has already begun touching base with benefactors in Arizona to take their temperature on possible Flake alternatives.

A TRULY REMARKABLE WORLD -- IN JUST ONE DAY, Sen. Bob Corker (R-Tenn.), the chairman of the Foreign Relations Committee, told CNN's Manu Raju (a POLITICO alum) the president has "great difficulty with the truth," and "world leaders are very aware that much of what he says is untrue." He said he was not a role model for children, he would not support him in the next election and he is "debasing" the nation. And that wasn't even the most momentous event of the day. (Big kudos to Manu, who showed how he's one of the best reporters in Washington.)

SPEAKING OF TRUMP -- NEW POLITICO/MORNING CONSULT POLL: "Poll: Voters see Trump as reckless, not honest," by Steven Shepard: "Reckless. Thin-skinned. Not honest. Not compassionate. Not stable. Those aren't just the extraordinary, harsh judgments of President Donald Trump by two retiring, Republican senators on Tuesday - they are also shared by majorities of voters in a new POLITICO/Morning Consult poll. Voters' negative views of Trump's character aren't new. They date back to last year's presidential campaign. And Trump's overall approval rating in the new survey - 42 percent approve, 53 percent disapprove - is roughly unchanged over the past few months.

"More than three-quarters of Republican voters, 77 percent, approve of the job Trump is doing as president. Indeed, on most of the character questions in this week's POLITICO/Morning Consult poll, majorities of GOP voters side with Trump, even as the broader pool of voters takes a more critical view. The new survey was conducted before Sens. Bob Corker (R-Tenn.) and Jeff Flake (R-Ariz.) sharply criticized Trump on Tuesday for his persona conduct as president.

SCOOP -- THE WHITE HOUSE has asked agencies to begin assessing their long-term hurricane rebuilding and recovery needs, and expects Congress to pass a THIRD disaster spending bill before the year is out. The price tag: in the tens of billions, the administration says. Remember: the Senate cleared a $36.5 billion disaster spending bill yesterday! Here's the catch: this time, OMB wants Congress to provide spending offsets as part of the disaster relief bill -- a sign that spending billions of dollars constantly is getting expensive, and perhaps politically exhausting. That's going to make this next phase of the process a lot harder.

DACA DEAL, PART II? -- "Paul Ryan Tells Conservatives DACA Will Be Part Of Spending Deal," by HuffPo's Matt Fuller and Elise Foley: "House Speaker Paul Ryan (R-Wis.) privately conceded to a group of House conservatives on Tuesday that he plans to include a legislative fix for undocumented immigrants who came to the United States as children in a year-end spending deal.

"Asked if he envisioned a December omnibus spending bill including Cost Sharing Reductions for Obamacare or some sort of solution for the Deferred Action for Childhood Arrivals (DACA) program, Ryan told leaders of the Republican Study Committee that he didn't believe CSR payments would be part of the deal with Democrats, but that DACA would. -- REPUBLICANS have signaled that they would like to find a way forward on DACA before the end of the year. Multiple Democrats, including vocal immigration reform proponent Rep. Luis Gutierrez (D-Ill.), told us Democrats should withhold their votes on a spending bill if it doesn't include DREAMers legislation. "It's not like we want to close the government, actually we want to keep it open," Gutierrez told us. Calling it a defining moment for Democrats, Gutierrez said Democrats shouldn't "throw the DREAMers under the bus a second time when it is clear that the only way to pass that budget is with Democrats."

BIG NEWS -- "Clinton campaign, DNC paid for research that led to Russia dossier," by WaPo's Adam Entous, Devlin Barrett and Ros Helderman: "The Hillary Clinton campaign and the [DNC] helped fund research that resulted in a now-famous dossier containing allegations about President Trump's connections to Russia and possible coordination between his campaign and the Kremlin, people familiar with the matter said. MEDIAWATCH -- "Leon Wieseltier acknowledges 'misdeeds' with female colleagues," by Michael Calderone: "A company backed by Laurene Powell Jobs, the philanthropist and widow of Steve Jobs, severed ties with former New Republic literary editor Leon Wieseltier after learning of 'past inappropriate workplace conduct,' the company said in a statement. Wieseltier, who commandeered the back-of-book at the New Republic for three decades, was to helm a new journal for Emerson Collective, which is backed by Powell Jobs, who recently agreed to acquire the majority of The Atlantic magazine. The first issue of the magazine, Idea, was expected to run this month. The staff, which included veteran editor
and literary critic Adam Kirsch, has been let go.
