Happy Friday afternoon. THE HOUSE FREEDOM CAUCUS will hold a conference call at 2 p.m. today to discuss the Senate's budget, and whether the House should swallow it. The Senate -- in consultation with House Republican leaders -- made a number of changes to the budget to try to get the House to pass it. The other option is a formal negotiation between the House and Senate. If the house just passes the senate's bill, that could shave a week or two off the tax reform process. The Freedom Caucus's support will be necessary.

REP. MARK MEADOWS (R-N.C.) told Jake this morning that they would support it: "Only if we get a commitment to move the actual tax reform bill much quicker than originally planned. HFC will be holding a conference call later today discuss this option, in anticipation of a vote that could be scheduled for as soon as Wednesday of next week. There is a strong motivation to pass the Senate version if it actually allows us to pass tax reform by Thanksgiving."

NYT'S MIKE GRYNBAUM emails us an alert he got: "Delta will co-locate its LaGuardia operations in Terminals C and D by relocating its Delta Shuttle to Chicago and Washington, D.C. from Terminal A (Marine Air Terminal) to Terminal C."

-- THIS MEANS the American Airlines shuttle between New York and D.C. will operate from terminal B. JetBlue is taking over the Marine Air Terminal.

REMEMBER THOSE EMAILS? -- "Cummings: Trump aides admitted to lawyers they used private email," by Kyle Cheney: "A top House Democrat says White House lawyers acknowledged this week that "several" Trump administration officials used their private email accounts for government business in violation of federal record-keeping law.

"But Rep. Elijah Cummings, the top Democrat on the House Oversight Committee, said the lawyers repeatedly refused to name the officials and now he's asking Chairman Trey Gowdy (R-S.C.) to issue subpoenas for the information. In a letter to Gowdy delivered on Friday, Cummings described a Wednesday briefing on the email matter from three members of the White House counsel's office: deputy counsel Stefan Passantino, deputy counsel Uttam Dhillon and associate counsel Daniel Epstein.

"The lawyers 'stated that several White House employees came forward and 'confessed' that they failed to forward official records from their personal email accounts to their governmental email accounts within 20 days, as the Presidential Records Act requires,' Cummings wrote. 'However, the White House officials refused to identify these employees.' ON COMEY -- "Grassley won't force Sessions to answer Trump-Comey questions," by Elana Schor: "Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) does not plan to force Attorney General Jeff Sessions to answer questions about his private conversations with President Donald Trump concerning the firing of FBI Director James Comey, a spokesman said Friday. "While Democratic frustration simmers over Sessions' ability to evade questions about his private conversations with the president without claiming executive privilege, Grassley appears to have concluded that the matter isn't worth pressing because the Trump administration would likely prevail. SOMETHING TO WATCH -- "Proposed 'Honest Ads Act' Seeks More Disclosure About Online Political Ads," by WSJ's Byron Tau: "Driven by concerns about Russian online activity during the 2016 election, two senior Senate Democrats introduced new campaign finance legislation on Thursday that would force greater disclosure about the political advertising that runs online. In a press conference Thursday, Sens. Amy Klobuchar of Minnesota and Mark Warner of Virginia unveiled the Honest Ads Act, a bill that mandates large digital platforms keep a public repository of paid political advertising that appears on their sites. ...

"The proposed law would apply to sites with an average of 50 million or more viewers or users -- a standard that wouldn't only include tech giants like Facebook and Google but also online services like Twitter , Pinterest, LinkedIn, Snapchat and others. ... The proposed public repository would contain a copy of the advertisement. More important, the law would require the firms to disclose whom the ad was targeted at -- allowing the public a glimpse at how campaigns target messages at difference audiences online. And the bill would require companies to disclose the number of views generated by the ad, the date and time that it ran, the amount spent, as well as the contact information of the
