I am interested in contributing to the Departments efforts in the Office of Energy Efficiency & Renewable Energy specifically and to the development of U.S. energy policy more generally. I would bring practical experience and knowledge to a position at DOE. First, as the cabinet-level Director of Natural Resources in Missouri, I oversaw the states energy and environmental programs, managing approximately 1750 FTEs, controlling a $310 million annual budget, and directing an additional $350 million of one-time American Recovery and Reinvestment Act (ARRA) funds. Under my leadership, my team designed and implemented a unique suite of ARRA energy programs including (1) a low-income weatherization assistance program that devoted more than 40% of funds to innovative and performance-based grants, (2) a best-price reverse auction for industrial energy efficiency (discussed in the New York Times Freakonomics blog), (3) cost-share grants for small-scale energy efficient agricultural equipment, (4) behavior-based programs to reduce residential consumption, (5) renewable energy studies, and (6) audits and upgrades for industry, agriculture and residences. Second, as a management consultant at McKinsey & Company, I helped to develop sustainability strategies for enterprises and sustainable development approaches for the international community. Third, I taught Introduction to Energy Law and Policy at Washington University in St. Louis School of Law, which required me to situate discussions about energy efficiency and renewable energy in the broader context of U.S. energy production, consumption, and regulation. Fourth, as the current Executive Director of the Office of the Independent Trustees of the Deepwater Horizon Oil Spill Trust, I have responsibility for ensuring that the $20 billion pledged by BP is available to address the claims of those affected by BPs Deepwater Horizon Oil Spill in the Gulf of Mexico. This position has strengthened my understanding of the production of hydrocarbons in the Gulf and the legal and financial structures that support those efforts. I appreciate your assistance.
