FIRST LOOK: CORNYN, RUBIO ROLL OUT MIGRANT CHILDREN RESOLUTION - Harry Reid and Nancy Pelosi will lead Hill Democrats in a rally today calling on House Republicans to take up the immigration reform bill that the Senate passed one year ago. Senate Republican Whip John Cornyn of Texas and Sen. Marco Rubio (R-Fla.) are marking the anniversary in their own way. Later today, the senators will roll out a nonbinding resolution calling on President Obama to take immediate action to address a burgeoning crisis as thousands of migrant children flood the southern border.

-- The resolution calls on Obama to: (1) publicly declare that his deferred action programs granting relief from immigration enforcement will not apply to unaccompanied migrant children currently arriving in the United States after illegally crossing our international borders; (2) publicly discourage people in Central America and elsewhere from sending their children on a dangerous journey through Mexico; (3) begin fully enforcing United States immigration laws; (4) ensure that all states affected by this surge in illegal immigration have the resources they need to address this ongoing crisis while ensuring that unaccompanied migrant children are treated humanely; and (5) work with Mexican
and Central American officials to improve security at the Southern Border of Mexico. Read the full resolution here:

CONSERVATIVE GROUPS BURN THROUGH MILLIONS, REAP LITTLE - "They'll always have Nebraska. Conservative groups, from the Club for Growth to the Senate Conservatives Fund, have spent more than $12 million this year trying to oust GOP establishment candidates, with the Senate their top prize. So far, they have little to show for it. Their biggest defeat came Tuesday night in Mississippi, a race that was supposed to be their best shot. Not only did they fail to topple Sen. Thad Cochran, they also watched their preferred candidate in Oklahoma's Senate race, T.W. Shannon, get crushed by one with establishment ties.

-- "Just a month before, the tea-party-aligned groups failed to knock off Senate Minority Leader Mitch McConnell in Kentucky. And while the conservative groups can point to a victory in Nebraska, where Ben Sasse won the contested GOP primary for Senate, that was a race the GOP establishment pretty much ignored. The establishment's biggest loss this year came in a House race, when Majority Leader Eric Cantor fell in his Virginia primary, but that was a contest that the big-spending conservative groups played virtually no role in. ...

-- "'It just takes my breath away that we've poured all this money down the drain,' said Republican Roger Wicker, a Cochran supporter and junior senator from Mississippi. 'I just don't understand what the motivation is.'"

NO RETREAT: TEA PARTY SETS ITS SITES ON ALEXANDER -- Sheryl Gay Stolberg writes for the NYT: "As Senator Thad Cochran eked out a victory over a conservative insurgent on Tuesday in Mississippi, Tea Party members here were making a bold - even defiant - proclamation: They will win the Senate seat in Tennessee. The activists hope a little-known state representative, Joe Carr, a self-described underdog who has attacked efforts to overhaul the nation's immigration laws, can oust the Republican incumbent, Lamar Alexander, 73, the former governor and two-time presidential candidate who began working on Capitol Hill in the late 1960s. ...

-- "Tea Party conservatives here and in Washington say that, if anything, the close call in Mississippi - and what appeared to be Mr. Cochran's reliance on Democrats to win his runoff race - has only emboldened them."

ETHICS PANEL WON'T PROBE GRIMM FOR THREATENING TV REPORTER - John Bresnahan has the story for POLITICO: "At the request of the Justice Department, the House Ethics Committee has deferred any action against indicted Rep. Michael Grimm for threatening a reporter, the panel said Wednesday afternoon. The secretive Ethics Committee already announced that it was deferring any probe of the New York Republican related to the criminal charges filed against him by DOJ on April 28. Grimm was hit with a 20-count federal indictment at that time, including allegations that he skimmed more than $1 million from a restaurant he owned before he came to Congress in 2010. The Office of Congressional Ethics had
voted unanimously March 28 to request a full investigation into Grimm's run-in with reporter Michael Scotto of NY1, which occurred shortly after President Barack Obama's State of the Union address on Jan. 28."

IRS' LERNER SOUGHT AUDIT OF GRASSLEY - The AP reports: "Congressional investigators say they uncovered emails Wednesday showing that a former Internal Revenue Service official sought an audit involving U.S. Sen. Chuck Grassley of Iowa in 2012. Republicans quickly viewed former IRS official Lois Lerner's actions as an attempt to initiate a baseless IRS examination against a sitting Republican senator. Grassley called the situation 'very troubling' and said it's the kind of thing that fuels deep concerns about political targeting by the IRS.

-- "The emails show Lerner mistakenly received an invitation to an event that was meant to go to Grassley, a Republican. The event organizer apparently offered to pay for Grassley's wife to attend the event. Instead of forwarding the invitation to Grassley's office, Lerner emailed another IRS official to suggest referring the matter for an audit, saying it might be inappropriate for the group to pay for his wife. 'Perhaps we should refer to exam?' Lerner wrote."

EX-IM HEAD DEFENDS BANK ON HILL - Rebecca Robbins reports for the WaPo: "The head of the U.S. Export-Import Bank defended the agency against charges of cronyism and ineffectiveness Wednesday, telling a House panel that the embattled bank's work is essential to the health of the American economy.Speaking before the House Financial Services Committee, Fred P. Hochberg, president and chairman of the bank, urged Congress to quickly reauthorize his federal agency's charter, which will expire Sept. 30. Hochberg said that American businesses are feeling a 'direct impact' from the debate over the bank's future - and that if the bank closes its doors, U.S. companies will take a significant hit. 'The
stakes could not be higher,' Hochberg said. 'We should not cede American jobs to China, Russia or other countries.'"

CONGRESSIONAL BASEBALL GAME: DEMS DOMINATE AGAIN, GOP WANTS NEW MANAGER - Julieann McKellogg writes for WaPo: "The Democrats dominated their GOP rivals Wednesday in the annual Congressional Baseball Game at Nationals Park. Thunderstorms brought an early end to the game in the seventh inning with Team Blue winning 15-6. It's the sixth consecutive loss for the Republicans, and team frustrations are apparently running high. House Speaker John Boehner (R-Ohio) tells The Reliable Source some GOP players have asked him to replace their manager Rep. Joe L. Barton (R-Texas). Boehner, who is not on the team, explains that's not in his job description, and he's not sure who has that authority.

-- "A new manager might not be the answer for Team Red though, if the Dems' star pitcher Rep. Cedric Richmond (D-La.) stays put. The GOP hitters were no match for Richmond, who played baseball while attending Morehouse College. The second-term Democrat brought the heat Wednesday forcing many to strike out, while the Republican pitchers offered walk after walk for their opposition."

YOU JUST CAN'T SINK CHARLIE RANGEL - Our own Alex Isenstadt reports from New York: "The legendary Democratic congressman survived a primary challenge this week that was certainly the most serious threat of his political career. He faced steep challenges, from changing demographics in a vastly redrawn district that eroded his African-American base of support, to lingering questions about his 2010 ethics censure, to being snubbed by former political allies - as well as President Barack Obama. The 84-year-old Rangel also had a tough opponent in Adriano Espaillat, a state senator who came within 1,100 votes of knocking him off two years ago. And yet, he won anyway.

-- "Here's a look at the key factors in Rangel's success:1. The icon thing: An ordinary House member might have been overwhelmed by what Rangel was facing. But Rangel is no ordinary House member. ... 2. The race factor: Race clearly was a key part of Rangel's campaign strategy. ... 3. The senior set: Rangel's election night party wasn't exactly for the young and hip. A slew of the attendees were on the older side, many of them longtime admirers of the congressman and his work. For much of the night, disco music played. ... 4. An uninspiring opponent:As the race barreled toward the finish line, many of the reporters covering it were murmuring something to each other: Espaillat just didn't
seem to have the fire."

COAL FIRES UP RAHALL'S RACE - POLITICO's Erica Martinson files this dispatch from Huntington, W.Va.: "Deep in coal country, the candidates waging one of the nation's most closely watched House races are competing to show who is the most outraged by President Barack Obama's environmental policies. Democratic Rep. Nick Rahall has denounced Obama's Environmental Protection Agency as 'callous,' attacked its biggest greenhouse gas rule as 'disastrous' and filed legislation to block the heart of the president's climate agenda. Republican challenger Evan Jenkins agrees that the EPA's policies are 'devastating' to West Virginians - but says the 19-term incumbent championed Obama's election in 2008
and appears helpless to stop the White House now.

-- "The state, where an imprisoned felon ran a close second to Obama in the 2012 primary, was always going to provide challenging turf for Democrats this November, but EPA raised the stakes this month by proposing a greenhouse gas rule that could sharply reduce the nation's reliance on coal."

MORE HEADS ROLL AT VA -- Richard A. Oppel Jr. writes for the NYT: "The Department of Veterans Affairs said Wednesday that two senior officials would be leaving their posts as the department's acting secretary moved to remake the agency and rebuild trust amid a scandal over falsified waiting lists that were used at many hospitals to hide delays faced by veterans. The two officials are Dr. Robert L. Jesse, who has been serving as the department's acting under secretary for health, and Will A. Gunn, the department's general counsel."

DEFENSE CONTRACTORS FEAR 'CHAIRMAN' McCAIN - Jeremy Herb reports for POLITICO: "There's at least one reason some in the defense industry are rooting for Democrats to keep control of the Senate: the prospect of Chairman John McCain. Should Republicans take back the upper chamber in this fall's midterm elections, McCain is in line to lead the Senate Armed Services Committee, a worrisome notion for many contractors who feel he unfairly targets them. The Arizona Republican has gained a reputation as a stubborn bulldog, unwilling to let go of an issue once he sinks his teeth into it and deeply suspicious of many of the companies who sell to the military. Even McCain himself says defense
contractors should be worried. 'I'm sure that many of them are very nervous,' he told POLITICO. 'If I were them, I would be.'"

GREAT EXPECTATIONS: USA VS. GERMANY IN WORLD CUP -Noon ET on ESPN. Jeff Carlisle explains what's at stake: "So now, the ultimate judgment for this U.S. side beckons. Achieve the desired result on Thursday against Germany, and a World Cup filled with so many euphoric moments will go down as a massive success, with the possibility of even more to come. Should the U.S. lose and see Ghana or Portugal zip past it on goal difference, the Americans' trip to Brazil will go down as a massive missed opportunity, one that could have seen the U.S. team make a real statement as to its progress."

WEDNESDAY'S TRIVIA WINNER -It appears there were at least a couple correct answers to yesterday's question: Miguel Parrado was first to send along the answer we were looking for: In 1919, President Woodrow Wilson addressed a regular session of the U.S. Senate when he personally delivered the Treaty of Versailles. Since we didn't ask for sitting presidents, David Heymsfeld points out that former PresidentHarry Truman returned to the Senate on his 80th birthday in 1964. More here:
