During my 9+ year insightful and joyous experience working across the WBG,
I have come to understand the complexities, challenges and opportunities
ahead. The World Group is on the forefront of Open Data and other
initiatives, as compared to back in the ‘90s when its projects were to push
other entities and countries shift its ways of business – market based,
transparency, competition, etc. (note IFC’s annual Doing
Business<http://doingbusiness.org/reports/global-reports/doing-business-2013>and
Transparency International); yet the WBG was still on the wake of its
continued own transitional and transformational journey ahead.

Development partners must demand responsibility and accountability from all

very much doubt the institutions understand the value of a PPP (as far as I
understand the Romanian market). Usually, the PPPs has to be pushed top
down using a political trigger.

believe except for Croatia, the rest of W Balkans have a limited
understanding of the PPPs, more limited than Romania most likely. Still all
ex-comunist countries tend to act similar on the PPP, thus I would focus on
the top down trigger.

in Croatia the understanding of PPP is limited outside Zagreb. My unease
about sole reliance on the top down trigger is that you need to ensure the
audience is listening; which cannot be guaranteed if the necessary
development hasn't been done at the municipality/canton/regional/chamber
level.
