I. Topics for Discussion

A. Federal Funding

i. What is the overall outlook of funding for MD’s work
program?

ii. Thoughts on potential Congressional reductions in
federal transportation funding? A threat to MD’s work program?

iii. HNTB has worked with other state DOTs to develop
budgetary tools to examine current funding streams and leverage available
funds.

B. Toll Rate Increase Outreach

i. How have public meetings been received?

ii. HNTB has extensive experience in assisting agencies
develop toll increase public involvement programs.

C. Red and Purple Line Extension

i. IS MTA considering using design-build procurement for
some or all of the Red and Purple lines?

ii. HNTB can provide national perspective on design-build
methodologies throughout the country, including roles on both the owner/rep
side and design-build team side.

D. Funding Shortfall

i. What are additional revenue sources being considered
in light of gas tax decline? Considering increased tolling (either
traditional toll-revenue bond financing or P3)?

ii. HNTB can provide perspective on P3 programs throughout
the country, both from the owner/rep side and from the P3 program management
side.

E. Any additional issue’s MDOT would like to discuss.
