BREAKING IN THE MONEY RACE - DEMS RIDE OBAMA COATTAILS - The three Democratic campaign committees outraised their GOP counterparts by nearly $5 million last month, bringing in a combined $18.4 million to the GOP's $13.9 million. The strongest Democratic advantage came from the DNC, which raised $10.5 million with a lot of help from President Barack Obama, versus $6.2 million for the RNC. The Democratic war chest is now more than 50 percent larger than the GOP's: Democratic committees have $29.6 million in the bank and Republican committees have $18.5 million. The debt contest is still a tossup: Republican committees owe $25.5 million. The DNC and DCCC owe a combined $20.1 million, but the
DSCC has not yet disclosed its debt. The NRCC was the only Republican committee to outraise its Democratic rival, beating the DCCC by some $800,000.

FIRST IN SCORE - NEWT VS. THE FED - Former House Speaker Newt Gingrich will deliver a speech in Atlanta tomorrow morning calling for a "dramatically limited Federal Reserve" and blasting the U.S. central bank for not staying focused on the strength of the American dollar. He'll speak at a 7:30 a.m. breakfast event at the Atlanta Press Club's Commerce Club. From Gingrich's latest policy-heavy prepared speech: "The Fed currently has a dual mandate: dollar stability and full employment. They are incompatible. As part of a thorough reappraisal of the role of the Federal Reserve System, Congress should immediately return the Fed to its original sole focus on dollar stability ... We are only
beginning to learn about the true nature and scope of the [Fed's] lending. What we are discovering is shocking and infuriating ... We should never, ever again have to go to court and beg to find out what actions the politicians and bureaucrats are doing that depreciates the dollar and exposes the taxpayer to enormous losses. It is our right to know now who got the money and why."

BRACKETING HUNTSMAN - EVERYBODY PILES ON - It's not just Rick Santorum trying to take a piece out of the former Utah governor this morning. A long list of opponents in both parties think they have something to gain here: The Utah and Massachusetts Democratic Parties attacked Huntsman yesterday as a flip-flopper. Today, the New Jersey Democratic Party chair is holding a call to counter-program Huntsman's Jersey City kickoff. The New Hampshire Dems are hawking bumper stickers that portray Huntsman as a flip-flopper. From the right, John Bolton got a head start on Santorum, blasting Huntsman for serving in the Obama administration and telling National Review: "That's not the call of patriotism

NOTA GOOD HEADLINE - "The anatomy of gaming a straw poll" - Jmart pulls back the curtain on RLC intrigue: Jon Huntsman surprised the political world on Saturday when he came in second at the Republican Leadership conference straw poll in New Orleans. Now, POLITICO's Jonathan Martin reports that a small group of New Orleans operatives helped work the event for Huntsman , even busing in non-Republicans to stack the vote. Jmart reveals an email invitation offering recipients the chance to "go to the conference, meet with an insider from a presidential campaign, participate in conference, participate in a straw poll, then head back to Lakeview harbor for refreshments. There is no cost involved

CASH SCRAMBLE BEGINS - THE MORMON PRIMARY: Both Huntsman and Mitt Romney are headed to Salt Lake City this week to compete for major LDS donors, and several Utah Republicans tell the Washington Post that "Huntsman and his supporters have been calling Romney donors and asking them to consider giving to Huntsman, too." At the same time as he courts members of the conservative church, Huntsman's also raising money off his support for civil unions. POLITICO's Maggie Haberman reports: "[An] email from Charles T. Moran, a vice chair with the California Log Cabin Republicans and a political consultant, highlights Huntsman and his wife Mary Kaye's support for the LGBT community, adding as Utah's
governor he's 'talked the talk and walked the walk,' and is 'unique in his desire to have a fully inclusive campaign.'"

OVERSHADOWING THE WEEK: AFGHANISTAN - Any news that comes out of the campaign trail this week is almost certainly going to get pushed aside by the major address on Afghanistan President Barack Obama has planned for Wednesday, and his visit to New York's Fort Drum the following day. The Post's DeYoung and Wilson preview: "In his Wednesday speech, Obama will remind Americans of the reasons behind the escalation and the rationale for keeping tens of thousands of troops in the country at a time of fiscal strain at home. Although Obama has yet to make a final decision on how many troops to remove in July, administration officials say the number is likely to fall between 3,000 to 5,000, including
some originally scheduled to deploy to Afghanistan but will instead stay home or be sent elsewhere."

BACK TO POLITICS - PERRY TO S.C. - Rick Perry has committed to speak in Charleston at a RedState-hosted conference on August 13. The Statesman's Jason Embry notes this is Perry's "first announced visit to an early primary or caucus state" since he acknowledged he was thinking of running for president. Notably, the date coincides with the Ames straw poll in Iowa, but Perry spokesman Mark Miner said it's too early to "answer a hypothetical" about scheduling. PLUS - Tonight in Missouri: Perry flies to St. Louis this evening for a fundraising event benefiting Missouri Lt. Gov. Peter Kinder, the GOP's likely 2012 gubernatorial nominee. It's a chance for Perry - who's still chairman of the
Republican Governors Association - to mingle with the deepest pocketed donors in the Show Me State.

RICH LOWRY WARNS - "The rise of uncompassionate conservatism" - The National Review scribe says Perry's message won't be enough to win in 2012: "If you squint just right, you could mistake him at a podium for his predecessor, George W. ONE MORE - BACK HOME - SPECIAL SESSION PLAYS TO THE BASE: During the regular Texas legislative session, a bill criminalizing TSA pat-downs died in the state legislature after the Feds said it would jeopardize public safety, cause flight delays and conflict with federal law. Perry said over the weekend that he probably wouldn't push it onto the agenda. But yesterday he did just that, promoting an issue that's catnip for conservative blogs and national talk radio. The San Antonio Express-News says "Lt. Gov. David Dewhurst, whom [sponsor Dan] Patrick blamed for the bill's death in the regular session, had asked Perry to add it to the special-session agenda."

POPPING IN IOWA - PATAKI'S HAWKEYE TOUR: Former New York Gov. George Pataki took his flirtation with the 2012 race one step further Monday, telling an activist in Iowa that he's "not running now" - and not ruling out a campaign either. The Des Moines Register: "Pataki, a Republican, is the chairman of No American Debt ... A 30-second advertisement from No American Debt, narrated by Pataki, begins running on cable television [in] Iowa." Pataki is still in Iowa today for a meeting with Republican Gov. Terry Branstad.

REDISTRICTING READ - MICH. MAP MAKES MCCOTTER SAFER - GOP Rep. Thaddeus McCotter may have less reason to eye the presidential race after Michigan Republicans unveiled a new House map Monday that makes his district redder (and pushes Democratic Rep. Gary Peters into the same seat as Rep. Sander Levin.) That's a surprise for McCotter, who was expected to suffer in reapportionment. But so far, it hasn't inspired him to back off a White House run: McCotter's headed to Ottumwa, Iowa, next Monday to participate in one leg of a 13-day tea party bus tour. WOOLSEY TO RETIRE: California Rep. Lynn Woolsey will announce next Monday at her home in Petaluma that she is retiring after 10 terms, the Santa Rosa Press-Democrat reported late last night. Many have anticipated this and Democrats are expected to easily hold the district. The Press-Democrat explains that Woolsey would have needed to introduce herself to thousands of new voters if she stuck around: "Her compact district, which covers Marin County and most of Sonoma County, appears headed for a dramatic reconfiguration in the 2012 election. The first draft of new congressional district maps released by the California Citizens Redistricting Commission includes a coastal district running from
the Golden Gate Bridge to the Oregon border, but excluding Santa Rosa."

IN 2010, DEMS CALLED THIS A 'CIVIL WAR' - The Nevada Senate primary is already getting nasty. This time, the action is on the Democratic side, where supporters of Senate Majority Leader Harry Reid are trying to clear the way for Rep. Shelley Berkley. That means taking aim at wealthy attorney Byron Georgiou, as Reid associates did in a Las Vegas Sun story: "[I]t was Harry Reid's appointment of Georgiou to the Financial Crisis Inquiry Commission ... that established him as a figure in national politics ... But according a senior Democratic aide close to Reid, the Senate majority leader is now seriously rethinking his decision. 'Given Byron Georgiou's financial history, and the ethical
concerns raised regarding his tenure at the FCIC, Senator Reid regrets appointing him to the Commission,' the aide said." Georgiou responded to the story with a statement dismissing the criticism as "a reflection of how debased our politics has become."
