under Trump? Nikki Haley: Every country in the world now knows that we
mean business. After the chemical weapons strikes in Syria, the
president sent in those missiles the overwhelming comment I kept
getting was that it's so good to see the U.S. lead again. That
was impactful to me because all that really means is they need you to
do what you say you're going to do. It's really important
that we stand strong and I think the president does that, whether
people appreciate how he communicates or not, you know where he stands
and you know what he's for.

Ivanka Trump Shows Off Spanish Skills and Reveals Plan to Help Women
in Latin America

"The empowerment of women has been a particular mission for me.
The full participation of women in the economy is essential to achieve
economic prosperity and global stability," Ivanka told local
news outlet El Comercio. "The United States reaffirms its
commitment to the empowerment of women not only at the domestic level,
but around the world." She also noted, "My father is
deeply committed to the America First agenda. However, America First
does not mean America alone. For America to succeed we recognize the
importance of strengthening our relationships with our allies and
neighbors, and working together to support global stability, peace and
prosperity." On Friday, April 13, Ivanka attended the CEO Summit
of the Americas, where she announced the 2X Americas initiative. The
Overseas Private Investment Corporation (OPIC) program will mobilize
$500 million to empower women in Latin America. "When women
succeed, families succeed, communities succeed and countries
succeed," she said.

Vice President Pence met Friday with Venezuelan opposition leaders and
promised that the United States would contribute an additional $16
million in humanitarian aid for people who have fled the crisis-ridden
South American country. The pledge, to the U.N. refugee agency, is
intended to help Venezuelans in Brazil and Colombia who have fled the
economic collapse in their home country, according to a statement
describing the funding from the State Department and USAID. The
announcement came as Pence arrived in Lima for the Summit of the
Americas. "We are with you," Pence told the opposition
leaders...We are with you to see freedom once again prosper and thrive
and end the humanitarian crisis that is Venezuela today."

On April 13, United States Agency for International Development
(USAID) made public its near final internal redesign. The agency
followed a constructive process that has produced a rational
organizational restructuring. Administrator Mark Green and his USAID
colleagues should be commended for producing a restructuring plan that
is rational and innovative, and for making it public before it is
finalized. With the expectation that this final stage in the redesign
process will be constructive and smart, USAID could be near the launch
of an organizational restructuring that will make it a more effective
agency in pursuit of its mission of advancing inclusive economic
growth and alleviating poverty.

Americans may seem divided as ever politically, but today we celebrate
one of our greatest bipartisan successes: leading the global fight
against malaria, a preventable disease that kills a child every 2
minutes. When World Malaria Day, April 25, was designated in 2007, the
disease was killing more than 429,000 people annually. Last year, that
number had decreased by more than 40 percent. This stunning progress
against what many believe to be among the deadliest diseases in human
history has been led by ongoing U.S. investments in two programs: the
President's Malaria Initiative (PMI) and the Global Fund to
Fight AIDS, Tuberculosis and Malaria.

The Trump administration is releasing the first of its kind
interagency review of United States overseas involvement that creates
a framework for how the State Department, U.S. Agency for
International Development, and Department of Defense can coordinate
efforts to streamline diplomacy, aid, and military operations around
the world and maximize resources and results. The Stabilization
Assistance Review, or SAR, is based on lessons from Syria and Iraq, as
well as other areas of the world in which the U.S. government is
engaged, and is intended to be a guide for operations in conflict
zones and fragile states.

Congress: Use American Leverage to Save Lives in Yemen

This week, Congress will hold hearings to debate America's role
in the Yemeni civil conflict. While the war has grown more complex
over time, Congress' message to the administration should be
very simple: deploy America's ample leverage to improve the
situation on the ground for civilians. The Trump administration has
taken steps this year to prioritize saving lives in Yemen. Recently,
Ambassador Green announced an additional $87 million in life-saving
aid for Yemenis, which brings to $854 million the amount of U.S.
humanitarian assistance dedicated to Yemen since 2017. Still,
assistance alone cannot change the underlying drivers of this
conflict. Congress has a significant voice and agency in both
hastening a diplomatic resolution and ensuring that U.S. leadership
can ameliorate the suffering of millions. It must act now before the
worst humanitarian crisis in the world gets even worse.

Trump administration has signaled its waning interest in Syria's
future, with the president urging this month that U.S. troops be
withdrawn as soon as possible. In late March, the White House called
for a freeze on spending for stabilization in areas of Syria where
American forces helped evict the Islamic State, putting on hold about
$200 million pledged for the effort. State Department officials are
scrambling to figure out which of their programs in northeastern Syria
would be affected, said a senior American official who was not
authorized to speak publicly about the issue.

The Trump administration is seeking to assemble an Arab force to
replace the U.S. military contingent in Syria and help stabilize the
northeastern part of the country after the defeat of Islamic State,
U.S. officials said. John Bolton, President Donald Trump's new
national security adviser, recently called Abbas Kamel, Egypt's
acting intelligence chief, to see if Cairo would contribute to the
effort, officials said. The initiative comes as the administration has
asked Saudi Arabia, Qatar and the United Arab Emirates to contribute
billions of dollars to help restore northern Syria. It wants Arab
nations to send troops as well, officials said.

CIA Director Mike Pompeo made a top-secret visit to North Korea as an
envoy for President Trump to meet with Kim Jong Un, and plans for a
possible summit between the two leaders are underway, Trump confirmed
Wednesday. The extraordinary meeting between one of Trump's most
trusted emissaries and the authoritarian head of a rogue state was
part of an effort to lay the groundwork for direct talks between Trump
and Kim about North Korea's nuclear weapons program. The
clandestine mission came late last month, soon after Pompeo was
nominated to be secretary of state.

In the span of 24 hours, U.S. Ambassador to the U.N. Nikki Haley has
done what none of her colleagues in President Donald Trump's
Cabinet have before: successfully telegraphed to her boss that she
will not quietly suffer his public humiliations. From the outset of
the administration, Haley has been one of its most visible voices on
foreign affairs, outshining the media shy Rex Tillerson and now, with
Mike Pompeo awaiting Senate confirmation, serving as Trump's de
facto secretary of state. Haley is far from the first Trump aide
who's spoken on the administration's behalf only to have
the president undermine them - and while the latest incident has
boosted her public profile, it isn't clear whether the president
will be more careful to keep on her side going forward, or vice versa.

Senator Heidi Heitkamp has just become the first Democrat to get
behind President Trump's nomination of CIA Director Mike Pompeo
for Secretary of State, her office announced in a statement Thursday.
Why it matters: This just about guarantees that the Senate will
confirm Pompeo to the role. Some Republicans were worried that, with
Sen. Rand Paul (R-KY) voting no and Sen. John McCain (R-Ariz.) absent
for health reasons, his confirmation could be rejected. But
Heitkamp's flip now brings the yes-votes to a 50 - as long
as all other senators vote along party lines.

Defense Secretary Jim Mattis urged President Trump to get
congressional approval before the United States launched airstrikes
against Syria last week, but was overruled by Mr. Trump, who wanted a
rapid and dramatic response, military and administration officials
said. Mr. Trump, the officials said, wanted to be seen as backing up a
series of bellicose tweets with action, but was warned that an overly
aggressive response risked igniting a wider war with Russia. Friday
night's limited strikes on three targets...were the compromise.
The debate reflects a divide between Mr. Trump and the defense
secretary, who, like no other member of the cabinet, has managed to
maintain a cordial relationship with the president even while reining
him in.
