I hope this finds you well and recovered from Thanksgiving festivities.

After our meetings and signing an NDA in New Orleans, we sent to you as requested the attached. You had advise that time was of the essence and you wanted to complete asap the financing of the transaction with Trafigura, and finally, Ms. Bao advised in a follow up call that many other people would be working on the completion of the process if you were to be able to complete the financing arrangement conceptually agreed. Without sounding pushy, please allow me to ask for the courtesy of a response on the financing you offered, subject to the attached counter proposal on terms of the finance charge.

In addition Ms. Bao, in our call, we discussed the reciprocity of the hospitality we extended to you and the Bidens when we are next in NYC. Please note that my wife and I will be in NYC at the Peninsula for Christmas with our son (who you recall lives in NYC) from the 21st to the 28th, and would like to explore with you Ms. Bao, and the Bidens, the furtherance of our potential relationship by meeting again to discuss the longer term relationship of financing infrastructure as well as prospective fuel sales, E & P, refineries, pipelines, oil and gas tank and other opportunities. Finally, please note that the fuel sales for which financing was offered, subject to our negotiating terms appear to be moving to a conclusion in the next week or two.

Please be so kind as to advise asap when you are available to meet, as you offered in general; and specifically, if your financing process can be expected to be completed this week or next week, at the latest, as we would need to move forward with alacrity if we are to finalize your proposed financing on time.

Ms. Bao, to save you a step, as you suggested, the Bidens are courtesy copied on this correspondence.

The attached is the summary requested by JiaQi to support the analysis of the trade and security we discussed on 19 October 2017, in New Orleans. This covers your counter-offer and related developments on pricing since. Accordingly, proposed adjustments in the trading security pricing and alternative considerations are included.

In the next email the reference attachments will be forwarded in an effort to avoid the overload of the receiving servers.

At the request of Ms. Bao, we have omitted the addresses of the Biden family members, although we would be pleased to include them to save a step for the two of you, if you or they prefer, of course.
