Been seeing more of these articles painting JRB as anachronistic drug
warrior.

I have not sorted out the politics of whether/how admin shifts on pot
policy. Whether JRB should give that speech etcŠ

But, whatever the pot policy outcome, the JRB record is being fundamentally
distorted ‹ when Bill Bennett and Bush the Father and all the Rs (and the
majority of Ds) were talking about nothing but locking everyone up, JRB
directed drug policy towards the hard-core user (while we still left room
that a heavy pot smoker or big pot dealer could fit that definition, it was
clear we were seeking to direct law enforcement resources at those coke,
crack, heroin, meth heavy users and dealers causing vast bulk of crime,
violence, neighborhood disorder), not to mention JRB leadership on treatment
& prevention,

I don't think we said much on the early medical marijuana initiatives in CA
and AZ back in the early 1990s.

Is anyone on staff thinking through a strategy? Reviewing JRB drug
strategies? Statements on MM? EtcŠ

I have not yet called Bruce, wanted to check with you both first.
