Alexandria property values rose 3.5 percent last year, a new city report says, driven by both appreciation and new growth and reflecting the recovery of the residential tax base after a nine-year dip.The average single-family home was assessed at $702,098, up 2.9 percent from the previous year. The average condominium value rose to $302,843, a 3.5 percent jump. A standoff in Silver Spring, Md., on Monday between police and a man armed with a shotgun ended when the man fatally shot himself, authorities said.The shooting came after officers attempted to talk with the man, who had used mulch and building material to barricade himself outside a landscaping business.
