Schreyer Chair in Global Analysis, and Director of the Project on Prosperity and Development at CSIS ------------------------------------------------------------ With global challenges like increased migration, exploding youth populations in developing countries, and China’s growing influence in development finance, the U.S. should consider revitalizing some of its past foreign policy tools. Enterprise funds, which use U.S. government funding to stimulate economic development by investing in the private sectors of developing countries, are one such tool that found great success during President George H.W. Bush and President Barack Obama’s administrations. Enterprise funds have been utilized in former Communist states throughout Central and Eastern Europe, and more recently in Egypt and Tunisia. Since their formation 25 years ago, enterprise funds have invested over $1.5 billion to bolster the private sectors of developing countries. Enterprise funds function similarly to private equity funds in that they require minimal bureaucratic red tape and have tremendous potential for high returns. If managed properly, enterprise funds can return 100 percent of their appropriated funds to the U.S. government. Enterprise funds embody the core U.S. private-sector values of freedom, risk-taking, and creativity; they offer a great opportunity to spread American influence throughout the world in the form of soft power. Enterprise funds have been instrumental in creating a new investment industry in developing countries, bringing about changes in laws and regulations, and developing new economic sectors. Enterprise funds are not perfect, and some tweaks must be made to their models, but there is no doubt they could be transformational for the U.S. development finance strategy.
