RANGEL VS. SHARPTON - POLITICO's Alex Isenstadt reports from Harlem: "For decades, they've battled for supremacy atop Harlem's political order: Democratic Rep. Charles Rangel, the polished committee chairman and power broker, and the Rev. Al Sharpton, the tracksuit-clad bomb-throwing civil rights leader. Now Sharpton, looking svelte and dapper on his daily MSNBC show, may have his chance to finally take out Rangel - at age 83 and in the toughest, almost certainly final, reelection fight of his 43-year congressional career. It's a sweet turn for Sharpton, who could never quite win acceptance among the established political class here that Rangel led. When Sharpton, 59, ran for mayor and
president, he was stung when the congressman sided with the Democratic Party's favorites instead. But now it's Rangel's turn to grovel."

KING CHALLENGES SCHUMER TO DUEL - Seung Min Kim writes for POLITICO: "Rep. Steve King is challenging Sen. Chuck Schumer to a duel - but with microphones. In a lengthy speech on the House floor Thursday, the well-known immigration hard-liner fought back at all of the barbs Schumer has thrown at him recently that painted him as the main obstacle in the House on immigration reform. Schumer has accused King of being xenophobic and proclaimed that House GOP leaders who have not brought immigration bills to the floor, were taking cues from the fiery Iowa Republican, who has made inflammatory comments about immigrants in the past. King apparently took issue with those assertions ...

-- "'Let's have that duel, not like Aaron Burr and Alexander Hamilton, but I would be the one standing on the high ground.' 'Let's do it like many men today - not duel with 50 paces and pistols, but let's do it with microphones within arms' reach,' the Iowa Republican continued. 'Maybe we can get to the bottom of it and see who would have the xenophobia.'"

VROOM, VROOM FOR IMMIGRATION REFORM - Here's a sneak peek at a jumbotron message that will be aired during this weekend's Indianapolis 500 pushing for immigration reform in Congress this year. The 19-second video comes courtesy of the Bibles, Badges and Business coalition - which brings together religious leaders, law enforcement officials and business representatives - which advocates for immigration reform. Sheriff Mark Curran of Lake County, Ill., says in the message: "America is a nation of laws, but it is also a nation of immigrants. It's time for effective common-sense and accountable solutions that respect and enhance the rule of law. We need to solve this challenge now. No more
excuses. No more waiting." Here's a first look at the video:

Both Castro and Donavan will also require Senate confirmation.

PROGRAMMING NOTE: Huddle will be off Monday for the Memorial Day holiday. Have a happy and safe three-day weekend. We'll see you back here on Tuesday.

**A message from Unum: Financial protection benefits act as a buffer to keep individuals and families financially secure using private resources. Providing over 650,000 disabled workers with more than $9 billion through employer-sponsored financial protection coverage in 2012, the disability insurance industry provides the security that individuals and families need. NOW FOUR ARRESTED FOR COCHRAN VIDEOTAPING CRIME - Geoff Pender and Jimmie E. Gates report for the Clarion-Ledger: "Authorities say the vice chairman of the Mississippi Tea Party and two other men conspired with Clayton Kelly to photograph U.S. Sen. Thad Cochran's bedridden wife in her nursing home and create a political video against Cochran. Mark Mayfield of Ridgeland, an attorney and state and local tea party leader, was arrested Thursday along with Richard Sager, a Laurel elementary school P.E. teacher and high school soccer coach. Police said they also charged John Beachman Mary of Hattiesburg ... All face felony conspiracy charges. Sager also was charged with felony tampering with
evidence, and Mary faces two conspiracy counts. ...

-- "Cochran's opponent in a bitter GOP primary race, tea party-backed state Sen. Chris McDaniel of Ellisville, continued to deny any involvement with Kelly or the video and to accuse Cochran of gaming the incident for political points."

TODAY IN CONGRESS - Both the House and Senate are out today. The Senate won't be in session next week due to the Memorial Day recess; the House is back on Wednesday.

D.C.'S BIGGEST LOSER? TECH - Tony Romm reports for POLITICO Pro: "Silicon Valley just can't win in Washington this week. A surveillance reform bill that easily survived a House vote Thursday barely resembles the measure that Google, Facebook and others once touted as a way to restore Americans' trust. Quick changes to patent law now seem impossible after the Senate shelved the issue a day earlier. And immigration reform and the industry's pursuit of more high-skilled visas long ago devolved into a war of words between congressional Democrats and Republicans. The tech set - a batch that increasingly has cozied up to lawmakers, lobbying and donating more than ever before - can't seem to catch
a Beltway break.

-- "'It's been a disappointing year thus far,' said Dean Garfield, the president and CEO of the Information Technology Industry Council, which represents the likes of Apple, Google and Microsoft." For Pros:

GOP SENATORS NOT ASKED TO BACK REDSKINS NAME CHANGE - Burgess Everett has the story: "Not a single Republican senator signed on to letters sent this week by 50 senators to the NFL commissioner demanding a name change for the Washington Redskins. But no one asked them until the letter was already sent. On Thursday, Republicans dismissed the May 21 letter - signed by 49 Senate Democrats and sent to NFL Commissioner Roger Goodell (Sen. Bill Nelson of Florida sent his own letter) - as a pointless exercise unlikely to change anything. GOP lawmakers said that they were never approached by Senate Majority Leader Harry Reid (D-Nev.) or Washington Sen. Maria Cantwell (D-Wash.), the former chairwoman
of the Senate Indian Affairs Committee who circulated the letter."

HOUSE PASSES SOME NSA REFORMS, DEFENSE BILL - "In a rare moment of bipartisan agreement between the White House and Congress on a major national security issue, the House passed legislation on Thursday that aims to end the National Security Agency's bulk phone records program that had prompted intense domestic debate about privacy and civil liberties," Jonathan Weisman and Charlie Savage report for the NYT. "But there were limits to any idea of a new season of accord in the capital. A Senate panel voted to allow President Obama to create a plan to close the prison at Guantánamo Bay, Cuba, and to reduce military forces, even as the House passed a defense policy bill that would
continue to bar the closing of the prison and resisted the administration's proposed reductions to Pentagon spending on personnel, weapons and benefits.

-- "And while the Senate confirmed David J. Barron, Mr. Obama's choice for a federal appeals court vacancy in Boston, it did so solely with Democratic votes. Mr. Barron's nomination had been buffeted by controversy over his authorship of Justice Department memos about the targeted killing of an American citizen. Before leaving town for the Memorial Day break, the House overwhelmingly passed the U.S.A. Freedom Act, which aims to restrict the government's ability to collect records about Americans in bulk. ... The Republican-controlled House then approved this year's version of the annual National Defense Authorization Act. Both bills are heading to the Democratic-controlled Senate ..."

CONGRESS SENDS OBAMA $12.3B WATER-PROJECTS BILL - Henry Jackson reports for the AP: "Congress sent the White House a $12.3 billion water projects bill half the size of its last one seven years ago - before the economy sank into a deep recession that helped swell the government's debt and before lawmakers swore off cherry-picking pet projects for folks back home. With a 91-7 vote Thursday, the Senate passed the bill authorizing 34 new projects over the next 10 years. The House passed it Tuesday after key lawmakers spent six months blending separate House and Senate versions approved last year. The bill authorizes big new flood control projects for Cedar Rapids, Iowa, and Fargo, North
Dakota, and dredging and harbor expansions in Boston and Savannah, Georgia. But it also puts an end to $18 billion in dormant projects that Congress had passed before the last round of $23.3 billion in water projects was approved in 2007."

**A message from Unum: For Americans who are faced with a disability, help and peace of mind has traditionally come through a combination of personal savings and government disability insurance. But most Americans are living paycheck to paycheck and don't have personal savings to fall back on. In fact, only half of U.S. workers say they could definitely come up with $2,000 if an unexpected need arose within the next month. And the Social Security Disability Insurance fund is also facing challenges. Income protection benefits give Americans peace of mind in the event of a disability, bridging the gap between personal savings and SSDI benefits, and the real-life expenses ill or injured
workers face. Financial protection benefits: American workers win, and American taxpayers win. Learn more at
