'The fact is I do believe in this situation, these two, both Bob and Chuy, have offered pension reform without any reform and pension revenue without any revenue. And that's not the right road,' Emanuel said. "Garcia criticized Emanuel over the city's red light camera ticketing program, saying it symbolized how the mayor has relied on other revenue sources. 'Raising taxes in the form of fees, fines and penalties and then helping his cronies ... these are the priorities of his administration,' Garcia said. Fioretti blasted the mayor over a recent Chicago Tribune series on benefits that Emanuel campaign donors have received, ranging from contracts and permits to appointments and personal endorsements. http://go.politicoemail.com/?qs=8ee1f797ce4276d4af5020237ee76b07112fe8e94732a3edc30a08320492ebec http://go.politicoemail.com/?qs=8ee1f797ce4276d4af5020237ee76b07112fe8e94732a3edc30a08320492ebec -- Leak controversy roils next debate: The candidates are debating again tonight, and there's already a controversy. The Chicago Sun-Times reports that debate organizers acknowledged a leak of potential questions and debate notes to Garcia's camp. To even the playing field, the League of Women Voters, WLS-TV and Univision agreed to give the notes to all candidates. Ahead of last night's debate, Garcia's camp said it revealed the breach to ensure organizers could maintain the integrity of the contest. http://go.politicoemail.com/?qs=8ee1f797ce4276d42971dadf521ee2e706407f07cf3e992d2249dfce0f54aa02 http://go.politicoemail.com/?qs=8ee1f797ce4276d42971dadf521ee2e706407f07cf3e992d2249dfce0f54aa02 THE RETURN OF CHRIS McDANIEL - Miss. senator will decide this month about future run: Chris McDaniel, who narrowly missed toppling Mississippi Sen. Thad Cochran in last year's GOP primary, will decide by the end of the month whether he intends to launch another statewide bid - perhaps for governor - the Republican state senator told Campaign Pro on Wednesday. "I've given it a lot of thought. I've been praying about it and talking to my family," the tea party favorite said in a phone interview. Most recently, McDaniel formed the United Conservatives Fund, an effort he said is intended to "unite all factions of the conservative movement" and debate policy without "screaming and name calling." He said he wants to ensure that effort gets off the ground before making a final decision about his political future. "I can't delay forever," he said. "I'm just really thinking it through." DRAWING LINES - Hogan pushes for independent redistricting: Maryland GOP Gov. Larry Hogan announced Wednesday he will work to create an independent redistricting commission in the state - four years after Democrats drew a contorted map to cement a 7-to-1 advantage in the congressional delegation. "We have some of the most gerrymandered districts in the country - this is not a distinction that we should be proud of," Hogan said in his State of the State address, according to remarks prepared for delivery. The only Republican district in the state is Rep. Andy Harris' seat, which is comprised of the Eastern Shore and GOP areas west of the Chesapeake Bay. TODAY ON POLITICO --"Jeb on running as a Bush: 'Interesting challenge,'" by POLITICO's James Hohmann: "Jeb Bush said Wednesday that running in 2016 as the son and brother of former presidents will be 'an interesting challenge' and that he must establish himself as his 'own person' in order to win. 'I love my brother,' the former Florida governor said of George W. Bush during a question-and-answer session following a speech to the Detroit Economic Club. 'I think he's been a great president. It doesn't bother me a bit to be proud of them and love them, but I know for a fact that if I'm going to be successful ... then I'm going to have to do it on my own.'" http://go.politicoemail.com/?qs=8ee1f797ce4276d4b284def79a65f202cc0e8c2d9c37268d5409ac5d68e6ce92 http://go.politicoemail.com/?qs=8ee1f797ce4276d4b284def79a65f202cc0e8c2d9c37268d5409ac5d68e6ce92 -- "Bush moves to show he's no Romney," by POLITICO's James Hohmann: "Jeb Bush is just the latest GOP White House hopeful to put the plight of the poor at the center of his candidacy, a dramatic course correction for a party that's long been tagged as beholden to the rich. With Romney's exit from the 2016 field last week, Bush is the only viable super-wealthy Republican running for office - he has made millions working in private equity and sitting on corporate boards since leaving the Florida governorship eight years ago - and he's clearly determined not to repeat the 2012 nominee's mistakes. http://go.politicoemail.com/?qs=8ee1f797ce4276d4ba18a8dff08e7a7ccf2a08d41bd05ecfbf7f3726b9445512 http://go.politicoemail.com/?qs=8ee1f797ce4276d4ba18a8dff08e7a7ccf2a08d41bd05ecfbf7f3726b9445512 -- "How Rand Paul trolls his rivals," by POLITICO's Katie Glueck: "Paul doesn't write the tweets himself: Roughly a half-dozen staffers have access to the account, and they post without getting sign-off from the senator, according to Doug Stafford, Paul's senior political adviser. But he is deeply involved with his Twitter feed, driven by the sense that he wants to be a different kind of Republican candidate who reaches out to new constituencies - and he sees social media as key part of that engagement. It's all part of a broader strategy to run a tech-savvy, 'crowd-sourced' presidential campaign, where online communication is the first messaging priority and edginess is essential to cut through the clutter." http://go.politicoemail.com/?qs=8ee1f797ce4276d4c82cf9d670fc3b63fddd7bcff889542ca8a2e3a057c97b6c http://go.politicoemail.com/?qs=8ee1f797ce4276d4c82cf9d670fc3b63fddd7bcff889542ca8a2e3a057c97b6c Candidates line up for ag summit: Former Govs. Jeb Bush, Mike Huckabee and Rick Perry and Sen. Marco Rubio are among a list of seven potential 2016 contenders committed to the first-ever Iowa Agriculture Summit next month, organizers say. The summit - which will focus on production agriculture, renewable fuels and GMO policy, among other issues - has also lined up former Sen. Rick Santorum, Wisconsin Gov. Scott Walker and New York real estate tycoon Donald Trump, according to the organizers. EARLY EXIT - Hahn considering a bid for L.A. County supervisor: A member of California's congressional delegation could be abandoning a safe House seat to run for a spot on a county board of supervisors for a second straight election cycle, according to a published report. The Los Angeles Times reports that Democratic Rep. Janice Hahn, who is a month into only her second full term in the House, is mulling a run for Los Angeles County supervisor, a post her father held for roughly 40 years. David Jacobson, a Hahn advisor, told the Times that Hahn is "frustrated with the relentless gridlock in Washington." The L.A.
