2016 DEMS - The seeds of Martin O'Malley's presidential campaign, by POLITICO's Ben Schreckinger: "Surrogates for the former Maryland governor, who is publicly mulling a presidential run, have begun talking up O'Malley and scheduling meetings with officials and activists, according to several Iowa Democrats. And Jake Oeth, who until recently served as political director to former Rep. Bruce Braley's failed Iowa Senate campaign, was brought on board as a consultant to O'Malley's O'Say Can You See PAC after the November midterm elections. He is doing political outreach for the former governor in the state, according to the PAC's spokeswoman, Lis Smith."

THE 'KISS OF DEATH'? - "GOP still in gay marriage bind," by POLITICO's James Hohmann reporting from Des Moines. "The U.S. Supreme Court is poised to rule on gay marriage once and for all in June, and there are many Republicans who privately would love nothing more than to have the question settled and off the table in time for the 2016 presidential election. It's not going to happen. Social conservatives here are determined to keep the issue alive during the run-up to next February's Republican caucuses, no matter how the high court rules or how much some establishment figures would like to move on. "If you dodge the question, then it's the kiss of death," said social conservative Sam
Clovis, who finished second behind Joni Ernst in last year's Iowa GOP Senate primary. "Candidates have got to be declarative about where they stand. Period."

KOCH CASH - "The Koch network's 2016 spending goal: $889 million," by POLITICO's Kenneth P. Vogel: The Koch brothers' operation intends to spend $889 million in the run-up to the 2016 elections - an historic sum that in many ways would mark Charles and David Koch and their fellow conservative mega-donors as more powerful than the official Republican Party. The figure, which more than doubles the amount spent by the Republican National Committee during the last presidential election cycle, prompted cheers from some in the GOP who are looking for all the help they can get headed into a potentially tough 2016 election landscape. But while the leaked details seemed in part a show of defiance to
Democrats, who had targeted the brothers as bogeymen, the spending goal also appeared to be a show of dominance to rival factions on the right, including the RNC.

CHRISTIE GETS BUSY - "Christie launches leadership PAC," by Lucy McCalmont: "New Jersey Gov. Chris Christie is moving further toward a 2016 bid with the launch of a political action committee, according to multiple reports. The Republican governor has formed Leadership Matters for America, the Wall Street Journal reported Monday. He will serve as honorary chairman. Mike DuHaime, a longtime Christie aide who worked on both gubernatorial campaigns and will also serve as a senior adviser for the PAC, told the WSJ that paperwork was filed Friday to the Federal Election Commission."

NEW HAMPSHIRE UPDATE - Sen. Bernie Sanders will speak and take questions in New Hampshire Saturday afternoon at the Concord home of Arnie Arneson, a liberal radio host and former member of the New Hampshire House of Representatives. The independent Vermont senator is considering running in the Democratic presidential primary and traveled several times to Iowa and New Hampshire last year. The previous occupant of Arneson's home was the late Caroline Gross, a Republican majority leader of the New Hampshire House, and her husband Marty, a Democrat, and the house has a long history of hosting presidential aspirants of all stripes. Buddy Roemer has come through, and Jimmy Carter once slept
upstairs.

-Former Maryland Gov. Bob Ehrlich is returning to New Hampshire next month and has been huddling with donors in New York, according to NH1's Paul Steinhauser. The Feb. 24 visit comes as the governor indicated he intends to make a decision about a presidential bid by the summer.
