CALIFORNIA CLASH - "Hispanics angry at D.C. Dems," by Alex Isenstadt: "The procession of prominent Washington Democrats who lined up last week to sing the praises of California Attorney General Kamala Harris for Senate had the feel of an anointment ... But back in California, a backlash is brewing among Latinos, who say the Democratic establishment's quick embrace of Harris threatens to deny a Hispanic candidate a fair shot at the state's first open Senate seat in more than two decades ... 'National figures should slow their roll a bit and allow this process to evolve naturally so we can all rally around one strong Democratic candidate,' said state Senate President Pro Tem Kevin de Leon, a
Los Angeles Democrat.

-"A number of possible Latino candidates have been floated as possible candidates since Boxer announced her retirement earlier this month, from Rep. Xavier Becerra, the House Democratic Caucus chairman, to Alex Padilla, the just-elected California secretary of state. But most of the speculation has centered on Antonio Villaraigosa, the colorful and ambitious 61-year-old former Los Angeles mayor. In recent days, prominent Hispanics across the country have urged Villaraigosa to jump in, frustrated by the clamor for Harris before the race has really begun."

-"Clinton urges more financial, military aid to Ukraine," by POLITICO's Ben Schreckinger: "Hillary Clinton said Wednesday that the United States should offer more financial and military aid to the Ukrainian government as it fights Russian-backed separatists, dismissing the idea that Kiev couldn't be trusted with the money. The former secretary of state, who is likely to run for the White House in 2016, also praised President Barack Obama's State of the Union address, saying it left the door open to compromise with Republicans, who now control both houses of Congress.

MORE 2016 GOP - "Marco Rubio makes his case for 2016," by POLITICO's Manu Raju: Sen. Marco Rubio pitched himself Wednesday as a potential presidential candidate with top-notch foreign policy credentials, a sign of how the young Florida Republican plans to counter the argument he's too green for the White House. At a breakfast briefing with reporters, the 43-year-old Rubio made clear he's moving closer to pulling the trigger on a likely White House run, something that would cause a domino effect in Florida politics since he reiterated he would abandon his Senate seat to do so.

"Paul to open political office in Austin," by POLITICO's Katie Glueck: "Sen. Rand Paul is planning to open a political office in Austin, tapping into Texas technology talent ahead of a likely presidential bid. The space is slated to open in spring or early summer, said Doug Stafford, Paul's chief political adviser. The Kentucky Republican is also opening a Silicon Valley office in the coming months. Austin, like the Bay Area, is a hot spot for startups and technology companies. The libertarian-leaning Paul has made overtures to the technology community as he prepares for a 2016 campaign."

MOBILIZING THE RIGHT - Intermarkets, a digital media firm, is preparing to launch an online petition platform geared toward the center-right. The platform will allow anyone to start a petition - and some of the early ones on the site take aim at the EPA, call for rolling back the Common Core education standards and urge Congress to pass a federal leave bill for wounded servicemembers. Essentially, the platform is intended to be the right's iteration of Care2 and Change.org.

POLICY MATTERS - Fiscal hawks seek to inject debt into presidential campaign: The Campaign to Fix the Debt and the Concord Coalition are teaming up to push fiscal issues in New Hampshire and Iowa, an effort to inject the nation's debt into the 2016 conversation. The groups will demand that the next president submit a first budget that reins in federal debt - and can attract bipartisan support. The effort includes a new website:
