To subscribe, please sign up here (http://bit.ly/ecs1s) . The Evening CSIS will be “gone fishin’” on Friday, September 23, and will resume publication on Monday. Have a great weekend and smile! ** All the Mustard ------------------------------------------------------------ The military assesses that the shell fired on a joint US-Iraqi base Tuesday was indeed a chemical weapon, according to Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, who today testified before the Senate Armed Services Committee, as CNN reports (http://www.cnn.com/2016/09/22/politics/general-dunford-mustard-attack-isis-iraq/) . Dive Deeper: CSIS’s Rebecca Hersman authored “Unpacking Syria’s Chemical Weapons Problem (https://www.csis.org/analysis/unpacking-syrias-chemical-weapons-problem) ” in late August as a Critical Questions (CSIS’s signature Asked & Answered series of short papers). ** Big Hack ------------------------------------------------------------ Yahoo announced this afternoon that the account information for at least 500 million users was stolen by hackers two years ago, in the biggest known intrusion into one company’s computer network, as the New York Times’ Nicole Perlroth reports (http://www.nytimes.com/2016/09/23/technology/yahoo-hackers.html?hp&action=click&pgtype=Homepage&clickSource=story-heading&module=first-column-region®ion=top-news&WT.nav=top-news) . Dive Deeper: CSIS’s Strategic Technologies Program maintains a list of significant cyber incidents (https://www.csis.org/programs/strategic-technologies-program/cybersecurity/significant-cyber-incidents) since 2006. The program today hosted Australian prime minister Malcolm Turnbull and US secretary of homeland security Jeh Johnson for a timely discussion on cyber security. Video of the event can be viewed On Demand (https://www.csis.org/events/deepening-us-australia-cyber-security-cooperation) . ** Taiwan Asks Google to Blur a Secret Island Base ------------------------------------------------------------ Taiwan had good reason to want to hide a secret island base in the South China Sea known as Itu Aba. As Popular Mechanics reports (http://www.popularmechanics.com/military/weapons/a23000/taiwans-request-blur-secret-island-base-backfires/) , the country is building military fortifications on the island whose legal status is claimed or disputed by multiple countries. Taiwan asked Google to blur out the base on Google Maps, but that request has now backfired having been made public. Dive Deeper: CSIS’s Greg Poling visited Itu Aba last January. At the time, the structures were not present, but Poling and CSIS’s Asia Maritime Transparency Initiative created an interactive “Exploring Itu Aba (https://amti.csis.org/exploring-itu-aba-virtual-tour-south-china-sea-islet/#18742B6F-9FDC-6796-708C-81616F0B542C) ,” which includes a virtual tour of the South China Sea islet. ** In That Number ------------------------------------------------------------ ** 1,200 ------------------------------------------------------------ The number of generals in Venezuela’s armed forces, up from 300 when Hugo Chávez came to power. Source: Bloomberg’s Ethan Bronner and Andrew Rosati in “Hugo Chávez’s Dream Is Dead but His Fanatics Refuse to Fade Away (https://www.bloomberg.com/features/2016-venezuela-maduro-government/) .” ** Critical Quote ------------------------------------------------------------ ** “Beijing could seek to test a new American president by beginning land reclamation during the presidential transition or in the early months after the inauguration.” ------------------------------------------------------------ — CSIS’s Bonnie Glaser testified before Congress on the South China Sea this week. You can download her remarks here (http://docs.house.gov/meetings/AS/AS28/20160921/105309/HHRG-114-AS28-Wstate-GlaserB-20160921.pdf) . ** One to Watch ------------------------------------------------------------ Amy Searight (@AmySearight (https://twitter.com/amysearight) ) serves as a CSIS senior adviser and directs our Southeast Asia Program. Prior to joining CSIS, she served as the deputy assistant secretary of defense for South and Southeast Asia. Today, Amy testified before Congress on diplomacy and security in the South China Sea after the tribunal. You can read her testimony here (https://www.csis.org/analysis/diplomacy-and-security-south-china-sea-after-tribunal) or watch the video here (https://youtu.be/pcKtSTiD51M?t=18m21s) . ** Optics ------------------------------------------------------------ (Photo Credit: Justin Sullivan/Getty Images.) A replica of Palmyra’s Arch of Triumph is displayed in City Hall park today in New York. Archeologists at Oxford University’s Institute for Digital Archeology created a two-thirds scale model of the 1,800-year-old arch that was destroyed by ISIS in Syria. The arch was made of Egyptian marble and built using 3-D printing technology. ** Highly Recommended ------------------------------------------------------------ An exclusive from Defense One’s Kevin Baron reporting from Erbil, “ISIS ‘Will Fight to the Death’ for Mosul, Says Top Peshmerga General (http://www.defenseone.com/politics/2016/09/exclusive-isis-will-fight-death-mosul-says-top-peshmerga-general/131751/) .” ** CSIS Today ------------------------------------------------------------ CSIS’s Southeast Asia Program hosted “The Modern Origins of China’s South China Sea Claim (https://www.csis.org/events/modern-origins-chinas-south-china-sea-claim) .” CSIS’s Energy and National Security Program hosted “Energy Transitions: Perspectives on Germany and the United States (https://www.csis.org/events/energy-transitions-perspectives-germany-and-united-states) ,” featuring Rainer Baake, German Federal Ministry for Economic Affairs & Energy.
