Last week, I had the special honor of leading a celebration of some of
our nation's finest public servants: America's diplomats
and development professionals.

It was a remarkable night as the USGLC community gathered in
Washington DC for our annual tribute dinner to honor three
distinguished leaders - USAID Administrator Mark Green, Chairman
Ed Royce (R-CA), and Senator Chris Van Hollen (D-MD).

THE GLOBAL GAB: An end-of-year tribute? "Heck Yeah!"

HECK YEAH! When asked to give a tribute to retiring Chairman Ed Royce,
Rep. Ted Yoho told our cameras: "Heck Yeah!" The tribute
by members of the House Foreign Affairs Committee to their outgoing
leader has been reverberating across Capitol Hill and it's

PEPFAR PASSAGE. President Trump just signed a reauthorization bill for
America's signature HIV/AIDS initiative - PEPFAR -
into law earlier this week. A big shout-out to the dozens of
Republicans and Democrats in the House, Senate, and Administration who
shepherded this important legislation across the finish line. Marking
World AIDS Day a few days earlier, Vice President Pence called PEPFAR
"the most extraordinary and successful American humanitarian
initiative in history."

AFRICA SPOTLIGHT. Outlining the Administration's new Africa
strategy, National Security Advisor John Bolton described what he
called "the pressing challenge of great power competition"
with China and Russia on the continent in a big speech yesterday.
While development experts will take issue with some of Bolton's
characterizations of development assistance, the ambassador counted
ensuring aid effectiveness as 1 of the top 3 priorities for the
Administration's strategy in Africa.

HEATHER NAUERT. While interviews for the next White House Chief of
Staff continue, President Trump did announce the State
Department's Heather Nauert as his pick for the next USUN
Ambassador. While expected to be confirmed, she may face a tough
confirmation process on Capitol Hill as nomination battles continue to
play out at both ends of Pennsylvania Avenue.

SHUTDOWN SHOWDOWN. Following Tuesday's contentious meeting
between the president and Democratic congressional leaders, the White
House and Congress still have yet to strike a deal on next
year's federal budget - with the International Affairs
Budget being one of several spending bills yet to pass Congress. With
next Friday's deadline to fund the government fast approaching,
lawmakers will need to work quickly to reach an agreement and stave
off a government shutdown.

NEXT MOVES. In addition to next year's budget, Congress is
wrapping up work on a number of legislative fronts - including
the Women's Economic Empowerment Act - a signature global
development bill in the lead-up to a launch of a new Administration
initiative to empower women around the world, led by Ivanka Trump and
USAID.

DYNAMIC DUO. History has been made with the first female chair and
ranking member announced to lead the House Appropriations Committee in
the next Congress! In fact, the USGLC honored incoming Chairwoman Nita
Lowey and Ranking Member Kay Granger a few years ago - both
long-time champions of America's International Affairs Budget.

WEEKEND WATCH. Tackling U.S. leadership on global development, watch
Bill Gates' interview at the U.S. Chamber of Commerce with Chris
Wallace on FOX News Sunday. Hat tip to USGLC board member and
international chief at the Chamber, Myron Brilliant, who brought the
event together and introduced the lineup onstage.

ambassador, CIA director, and, ultimately, president - the late
George H.W. Bush embodied a spirit of public service and American
exceptionalism. His deep belief in America as beacon for freedom and
