The firm’s *Juleanna Glover* will “assist the National Campaign in cultivating a group of prominent Republican women to publicly support contraception as a key element of women's health and economic success,” the report states. Access to contraception is in the spotlight this week with the *Food and Drug Administration* announcing yesterday it would make the morning-after pill available without a prescription to those age 15 and older. The group spent nearly $45,000 on lobbying the federal government in the first quarter of the year. *RABEN GROUP SIGNS FOUR:* *The Raben Group* has added four new clients — *Casa De Esperanza*, *Friends of the American Latino Museum*, *The Financial Planning Association* and *Tides Action Fund*, according to Senate lobbying disclosures. The Raben Group will be lobbying on immigration reform for Friends of the American Latino Museum and Tides Action Fund. The annual "Special 301" report evaluates the protection and enforcement of intellectual property rights across the world. MPAA and Dodd also noted the report singles out Ukraine as a top source of pirated content. “The Special 301 report identifies some of the key foreign threats to America’s copyright industries,” Dodd said. “The report offers an important roadmap for improving strong and enforceable intellectual property protections and expanding U.S. exports, both of which are vital to the strength of the U.S. economy. We thank Acting U.S. Trade Representative [Demetrios] Marantis, the USTR, and the interagency team who continue to support job creation in the creative economy.” *MARINE PARKS ASSOCIATION NAMES NEW DIRECTOR:* *Kathleen Dezio* will take over as executive director of the *Alliance of Marine Mammal Parks and Aquariums*, the trade association announced today. Dezio replaces Marilee Menard, who is retiring as head of Alliance after 21 years. *O'NEILL HONORED WITH PRESIDENTIAL AWARD:* *Michelle O'Neill*, the vice president of government affairs and trade policy for the aluminum manufacturer *Alcoa*, was honored recently with a 2012 Presidential Distinguished Rank Award. The award is nation's highest civil service award, presented by the president to senior federal managers for outstanding achievement in public service. The award recognizes O'Neill's time as deputy undersecretary for international trade — the position she held before joining Alcoa. *EDELMAN, FLEISHMAN-HILLARD DEBATE THE FUTURE OF PR:* *Fleishman-Hillard*'s recent announcement that they will rebrand from a traditional public relations shop into a one-stop advertising, social media and communications behemoth is drawing some dissent from a fellow PR veteran. *Richard Edelman*takes to his eponymous firm's blog to take issue with some of Fleishman's conclusions — while agreeing that the industry is changing rapidly and that adding nontraditional PR talent like ad copywriters and social media experts is a worthwhile effort. But Edelman disagrees that advertising and PR can be blended seamlessly. "PR is more than a set of tactics or tools. It’s a mindset; the ideas that come from PR people are different than those that come from advertising people. Both are engaged in storytelling, but the PR idea stimulates discussion and has the potential to play out over years," he writes. * Edelman*, he says, will focus on advertorials, special reports and other products in collaboration with traditional media outlets — while experimenting with efforts like salons, social media and conferences. The group will spending at least $50,000 on a cable and broadcast ad that encourages Baucus to vote for expanded background checks if they come up for a vote again. Last time, Baucus voted against the measure, which was defeated by the Senate. Baucus announced last week that he wouldn’t run for reelection — paving the way for Democratic favorite *Brian Schweitzer* to run, if he’s interested. Still, the ad buy against a retiring senator is unusual.
