Thank you - Katie Course Introduction This course examines the impact of advocacy on political leaders, staff, and other stakeholders responsible for shaping and managing international policy, global crisis, and conflict. The course uses case study examples of advocacy in four real world situations. Each case will consist of two parts: 1. Discussion of an issue, policy, or event based on assigned reading(s); 2. An interactive group session with a policymaker, staff member, or other principal stakeholder who played a significant role or who has specific expertise or who played in the subject of the case study CLASS #3 – January 28 – Strange Bedfellows: The Coalition That Secured the President’s Emergency Plan for AIDS Relief (PEPFAR) Themes: o Coalition building, leadership, and management; o Consensus building and pragmatism; o Negotiation, compromise and policy consequences We will focus on the unlikely alliance of policymakers, NGOs, and other stakeholders that came together to design and pass PEPFAR. We will examine the advocacy that led to this alliance and the policies that were shaped by alliance leaders and policymakers who worked to accommodate diverse perspectives.
