THE BIG IDEA - "Obamacare: From game-changer to background noise," by POLITICO's David Nather: "It would be an overstatement to say the Affordable Care Act has disappeared from the fall election campaigns. It hasn't. Republicans are still running attack ads about it, as are outside conservative groups. Democrats are mostly quiet on the law, but occasionally they'll speak up - as Sen. Mark Pryor of Arkansas did - to focus on one of its benefits and promise never to let insurance companies run the show again. But even Republicans who still believe it's a significant issue, and a damaging one for Democrats despite its benefits, can't point to races that are likely to be decided on the health
care law alone. That's a big change from last fall, when it looked like the error-filled rollout and cancelled health insurance plans would make Obamacare a huge liability, and probably a decisive one, for all of the red-state Democrats up for re-election this year. ...
"Pryor's team doesn't think it has to be a burden. His ad maker, Karl Struble, said Pryor's now-famous ad - in which he talked about how the health care law prevents insurance companies from refusing to cover people with pre-existing conditions - proves that Democrats can talk about the law's benefits by telling personal stories. Pryor talked about his bout with a rare form of cancer, and how his insurance company didn't want to pay for an experimental surgery that saved his leg from being amputated. Struble said that ad was shot about six months ago, and sat unused until the campaign decided the time was right to run it - 'after we had gotten past a lot of the hysteria.'"

FIRST ON CAMPAIGN PRO LAST NIGHT - "NRA goes big in key Senate, governor's races," by James Hohmann: "The National Rifle Association has reserved $11.4 million for its initial fall advertising campaign and will begin airing its first TV commercials Wednesday in three Senate races crucial to determining which party controls the chamber next year. ...The first ads will begin airing in the Arkansas, Colorado and North Carolina Senate races. They will be followed in the next few days with TV, radio and digital ads to help out the GOP Senate candidates in Georgia, Kentucky, Iowa, Louisiana and West Virginia. The NRA also plans to invest heavily in helping the reelection of Florida Gov. Rick
Scott and Wisconsin Gov. Scott Walker. Both Republicans are locked in tight races."

FIRST IN SCORE - Democrats target Snyder: Michigan Democrat Mark Schauer stars in a DGA ad going up today that knocks GOP Gov. Rick Snyder on tax breaks for job outsourcers. Schauer doesn't shy away from his previous gig in the U.S. House, saying, "In Congress, I helped strengthen 'buy American' laws to reduce outsourcing." It's part of their "multimillion-dollar" broadcast and cable buy, the group said.

DCCC hits 3 Republicans: The committee is going up with its first independent-expenditure ad in California's 52nd District today, it said, with a script echoing Democratic Rep. Scott Peters' strategy of painting Republican Carl DeMaio as a tea-party loyalist. The ad, which features a bunch of sad kids, focuses on education funding and student loans and will run in San Diego. The committee is also targeting Andy Tobin in Arizona's 1st District and David Young in Iowa's 3rd District with new ads today. The Arizona ad accuses Tobin of turning his back on kids in Child Protective Services (it will run in Phoenix and Tucson), while the Iowa ad portrays Young as a "Washington insider" on the side
of the wealthy.

Domino goes up: Republican Carl Domino, who's challenging Democratic Rep. Patrick Murphy in Florida's 18th District, is going up with a movie trailer-style ad today that uses some tongue-in-cheek humor while portraying him as someone who will take on President Obama. He wears a Vietnam veteran hat and swaps sunglasses for eye glasses as he speaks to camera. It was produced by Strategy Group for Media and is backed by $150,000 on TV and Web.

AIR WARS CONT'D - Popping this morning: Planned Parenthood Votes shared the ad it started running in Iowa this week - its first spot of the Senate race - featuring a group of women of different ages talking disapprovingly with each other about Republican Joni Ernst's positions on birth control and abortion. It's backed by $450,000 in Des Moines, the group said.

Out today: Freedom Partners Action Fund is attacking Sen. Kay Hagan (D-N.C.) with a pair of ads on Obamacare and veterans' issues. The health-care ad has an education subtext, featuring a woman identified as a Democratic teacher who says Obamacare forced substitutes to reduce hours, hurting kids' experience. They'll run through September on broadcast and cable, backed by "more than" $750,000, said the group.

First in Score: Another outside group is heading to Arizona's 2nd District airwaves. Women Lead PAC plans to go up Sept. 30 on Tucson broadcast and cable to boost Republican Martha McSally, the group said today. The buy will be $200,000. Meanwhile, McSally's campaign on Tuesday called for the Giffords-backed Americans for Responsible Solutions PAC to pull an ad about gun violence and stalkers, saying she herself had been a stalking victim. Executive director Hayley Zachary told POLITICO in a statement that the group is standing by its ad, however, "because we believe that voters deserve to know that Martha McSally refuses to support commonsense steps like expanding background checks to keep
guns out of stalkers' hands, even though nearly everyone in Southern Arizona supports these reasonable policies."
CODA - QUOTE OF THE DAY: "The Cuomo campaign did not immediately respond to a request for comment on the 11-year-old's broadside." - Business Insider's Colin Campbell on a video addressed to the New York Democratic governor from Republican hopeful Rob Astorino's son.
