Finally, we provide a forecast for adoption of GM crops and recommend policy priorities. GMOs are not a silver bullet for improving food security, but are a potential tool that can enable farmers to boost productivity while tackling staggering challenges from disease, pests, and environmental changes. A central challenge is that in order for GMOs to have an impact on food security, the products must be relevant to the needs of African smallholder farmers. Most importantly, for any technology to have an impact, there are still major challenges to overcome in access to inputs, extension and education, storage, finance, and markets. Ultimately, CSIS's primary objective is to offer points of consideration as countries contemplate GM adoption and recommendations on how best to support governments that are interested in developing these technologies. The report is a result of an 18-month study, which included extensive research, over 100 interviews, and field visits to each of the three study's focus countries.
