I am more optimistic than before. See the attached UN Res 2009, specifically page 5, paragraph 18. The IMF and World Bank are being asked to assure the visibility on how the funds are being spent - this is exactly what I have provided to the commanders in Afghanistan.

We should present our expertise, credentials and fee structure (paid from the frozen funds) to the decision makers at IMF or WB. Treat as a pilot program if that helps them hire us, then start ASAP.

MD: get G-man to write a one pager if we need it. He would be a good workhorse for us as long as we keep the relationship with the IMF and WB.
