FIRST IN SCORE - ROMNEY IMMIGRATION HIT WELCOMES PERRY TO IOWA: As Rick Perry heads to Iowa this afternoon, the Romney campaign will blast out an Iowa-tailored immigration attack. The release calculates how much money illegal immigrants would save if they could attend Iowa's public universities for in-state tuition, as opposed to the out-of-state tuition they now pay. At the University Of Iowa, it is about $70,000 over four years. At Iowa State University, it adds up to nearly $50,000. And at the University of Northern Iowa, the so-called Perry subsidy would mean $35,000 in savings.

EXCLUSIVE - SBA, NOM RELEASE VALUE VOTERS SCORECARD: Two powerful social conservative groups, the Susan B. Anthony List and the National Organization for Marriage, will unveil a joint voter guide today at the Values Voter Summit in Washington. EXCLUSIVE - ARIZONA DEM CHAIR CONSIDERS HOUSE BID: Arizona Democratic Party Chairman Andrei Cherny is strongly considering a run for Arizona's new 9th congressional district. The district as currently drawn, similar to the one Democrat Harry Mitchell carried in 2006 and 2008, presents a pick-up opportunity for Democrats. Cherny served stints in the Clinton White House and as the state's Assistant Attorney General. He narrowly lost a race for Treasurer before being elected state chairman, but he raised more than any other candidate in state history for a down-ballot election. "Andrei would be a great candidate for us if he wanted to make a run for that new district," said a Democratic
strategist close to Cherny. "He has a great resume to run on. Plus, he's a proven campaigner and fundraiser who has brought new energy to the state party."

NEVADA CAUCUS - DID TEAM ROMNEY BREAK THE RULES? Yesterday brought a spate of bad press about the Romney campaign trying to control the calendar. Rick Santorum and Jon Huntsman's campaign attacked the frontrunner for trying to manipulate dates to his advantage. The campaign issued a carefully calibrated response that did not deny they pushed to schedule the caucuses to get momentum going into Florida. Former Nevada Gov. Bob List, whose quote to the Las Vegas Review-Journal kicked off the flurry of activity downplayed the Romney push in multiple interviews, including this one with the New York Times:

- PERRY SAYS THE ROCK WAS PAINTED OVER IN 1984: The Texas governor had his first on-camera interview since the story broke Sunday. "I think there were very much some strong inconsistencies and just misinformation in that story," Perry told Fox News yesterday morning. "I know for a fact that in 1984, that rock was painted over. It was painted over very soon, my family did that...We painted over that rock and it stayed that way. I have no idea where or why people would say that they had seen that rock, because that's just not the fact."

RESOLUTION: The Illinois Democratic congressman and son of the civil rights leader "went to the floor Thursday to read from a resolution calling on the governor to apologize for not immediately 'doing away with' a rock painted with the camp's name. He called on other GOP presidential candidates to condemn the use of the word and said Perry should release the names of state lawmakers and others who attended hunting trips at the camp. Perry should 'condemn the use of this word as being totally offensive and inappropriate at anytime and anyplace in United States history,' Jackson said, reading from the resolution. Jackson's resolution was deemed out of order,
but was entered into the record."

Cain then makes a book tour stop at the Costco in Arlington, Va. Paul is in Greenville, N.C., for a 2:30 p.m. airport press conference with Walter Jones and a 5:30 p.m. rally and BBQ. Perry flies to Iowa for a 6 p.m. stop at the Johnson County BBQ in Tiffin.

WHAT THE PRESIDENT IS UP TO: It is not a political day. He meets with Senate Democratic leaders at 10:25 and Tim Geithner at 11:30. Then he welcomes the 1985 Super Bowl champion Chicago Bears to the White House at 3 and the prime minister of Tunisia at 3:45.

"For Brown, who has used talk radio to burnish his image as an everyman, yesterday's exchange showed the dangers of a format that thrives on humor which can approach or cross barriers. $3.2 BILLION - HOW MUCH COULD BE SPENT ON POLITICAL TV ADVERTISING IN 2012? "That estimate comes from Ken Goldstein, president of Campaign Media Analysis Group, a firm that tracks and analyzes political advertising," according to Kim Geiger in the Los Angeles Times. "To put those numbers in perspective, about $2.1 billion was spent on television advertising in 2008, up 30% from the previous presidential cycle in 2004. The 2010 midterm saw $2.4 billion in TV ad spending, up 30% from 2006. Goldstein expects TV ad spending to exceed 2010 levels, but doesn't see it increasing as drastically as in previous years. The '$3.1 billion to $3.2 billion is the most that would be spent,' he said, noting
it could be as low as $2.5 billion."
