03/28/2016 08:58 AM EDT By Lauren French (lfrench@politico.com or @LaurenNFrench) CLINTON TO ATTACK GRASSLEY OVER SCOTUS. Annie Karni reports, "Hillary Clinton on Monday will make an old foe the center of a new battle. In a speech about the Supreme Court that Clinton is scheduled to deliver at the University of Wisconsin at Madison, the Democratic front-runner is expected to single out Iowa Sen. Chuck Grassley and challenge him to hold hearings on the nomination of Merrick Garland to fill the Supreme Court seat vacated last month by the death of Antonin Scalia, according to a campaign official. Clinton has spoken out forcefully against the Republicans' intransigence to hold nominating hearings, accusing the GOP of implicit racism in ignoring President Barack Obama's nominee, and noting that it has never taken the Senate more than 125 days to vote on a Supreme Court nomination." http://go.politicoemail.com/?qs=9f94529951fbec0a4bd1824f1914a0354b9ec57fbc29bc0da2057ecbeac4e702 MORE REPUBLICANS AGREE TO MEETINGS WITH GARLAND. Carl Hulse reports for The New York Times, "At least five senators are scheduled to return to Capitol Hill for private sessions with the nominee, Judge Merrick B. Garland. Those sessions will include a meeting with Senator Mark S. Kirk of Illinois, who will be the first Republican to sit down with Judge Garland. Mr. Kirk is perhaps the most endangered Senate Republican up for re-election - and in President Obama's home state - and he has been among the most critical of his party's decision not to consider the nomination of Judge Garland. On Monday, the nominee is expected to meet with Senator Joe Donnelly, Democrat of Indiana. Democrats hope the session with Mr. Donnelly will increase pressure on his home-state colleague, Dan Coats, a Republican, to also agree to a meeting with Judge Garland." http://go.politicoemail.com/?qs=9f94529951fbec0a0490e13f2b76d50d121a86824f6395ec32f712649dc9eb19 WHY REPUBLICANS WON'T BACK DOWN ON SCOTUS. Burgess Everett reports, "There are plenty of plausible reasons why Republicans might eventually fold in the standoff over the Supreme Court: Overwhelming public opinion, a Democratic pressure campaign, and vulnerable GOP senators trying to save their jobs, to name a few. But there's another even more persuasive reason they won't: The wrath of the right wing. The activist right has been galvanized by Majority Leader Mitch McConnell's quick and forceful insistence that the Senate will not take up a high court nominee for the rest of Barack Obama's presidency, spending millions already to defend the GOP position with likely lots more to come. Tea party groups that have dissed McConnell for years as an establishment sellout are singing his praises." http://go.politicoemail.com/?qs=9f94529951fbec0a2c76eb2c29477105652df654c092877c941977908319b60e HAPPY MONDAY, MARCH 28, 2016 and welcome to the Huddle. HOW THE CLINTON EMAIL SCANDAL HAPPENED. Robert O'Harrow Jr. traces the genesis of the email problem that has plagued the Democrat's presidential campaign. "Hillary Clinton's email problems began in her first days as secretary of state. She insisted on using her personal BlackBerry for all her email communications, but she wasn't allowed to take the device into her seventh-floor suite of offices, a secure space known as Mahogany Row. For Clinton, this was frustrating. As a political heavyweight and chief of the nation's diplomatic corps, she needed to manage a torrent of email to stay connected to colleagues, friends and supporters. She hated having to put her BlackBerry into a lockbox before going into her own office." http://go.politicoemail.com/?qs=9f94529951fbec0a49c797823139076845fbe05b8433363850ea799275052845 UTAH REPUBLICANS WILL TRY TO SAVE LOVE FROM TRUMP. Theodoric Meyer reports, "Rep. Mia Love was a rising star two years ago when she became the first black Republican woman ever elected to Congress - as well as a symbol of the more diverse, inclusive party that GOP leaders said they needed to build. But now, the prospect of Donald Trump leading the Republican ticket has Utah Democrats hopeful they can reclaim Love's conservative House seat in November. And the local GOP is already working on a secret plan to keep its voters motivated even if Trump, whom GOP activists decisively rejected at Tuesday's caucuses, is the presidential nominee in November." http://go.politicoemail.com/?qs=9f94529951fbec0a8f4bd6e096965fce8a17f568c2056d6563e223809608c523 TOP PUERTO RICAN OFFICIAL WANTS TO CHANGE HOUSE DEFAULT PLAN. Writes the Associated Press, "Puerto Rican Gov. Alejandro Garcia Padilla warned late Saturday that he would challenge in federal courts and before the "community of nations" any law that he said would nullify the island's Constitution by concentrating government power in a body not elected by the people. Garcia Padilla was reacting to a draft of a U.S. House of Representatives bill aimed at addressing the island's debt crisis. It has been widely criticized for creating a fiscal oversight board that would have ultimate authority over budget and fiscal matters, and would be immune from supervision by Puerto Rico's governor and the legislature." http://go.politicoemail.com/?qs=9f94529951fbec0a7e73ea90cf9824f82b9bd3ebf86ddfe16f85b0555af8e3e6 2016 DETOUR: - Rubio's secret money legacy. Shane Goldmacher reports, "Marco Rubio's campaign is dead. His secret-money legacy lives on. Nobody knows who funded the nonprofit group that spent more than $10 million on TV ads boosting Rubio, and untold more on mailers and research. And, unless those donors out themselves, nobody ever will. No presidential candidate fighting for their party's nomination has ever benefited from as much undisclosed cash, and watchdogs worry the pro-Rubio group's unchecked activity serves as a dangerous precedent that will soon become common practice." http://go.politicoemail.com/?qs=9f94529951fbec0a41c9e5a9d831b25fc9784b15d57059b59b0ce9436323ca21 - Sanders' improbable path to a win. Steven Shepard reports, "Bernie Sanders' winning streak - which includes blowout victories over Hillary Clinton in three states on Saturday - has helped him narrow the race for the Democratic presidential nomination. But if Sanders is going to surpass Hillary Clinton in pledged delegates to this summer's convention in Philadelphia, he'll need to build on that momentum and win by wide margins in the types of states where Clinton has prevailed thus far - and Sanders currently trails in most of them. A POLITICO analysis underscores Sanders' challenge: Even after runaway victories in Idaho, Utah, Alaska, Hawaii and Washington this week - he still trails Clinton by between 200 and 250 pledged delegates, pending final tallies from this week's races." http://go.politicoemail.com/?qs=9f94529951fbec0ad4b391fe91a4dc59b3afde063b108f0284f6eb7d941faa74 FRIDAY'S TRIVIA WINNER - We stumped you!
