* You are a British diplomat stationed in continental Europe in 1937. You’ve been asked by the British government to write a memo explaining the “retreat from democracy” on the continent. In particular, the British government has asked that you analyze: 1. Why liberalism and democracy are now in retreat in Europe1. conditions about how hitler stalin rose to power, 1. economics 2. 2. Hitler3. Stalin 1. rise of socialism and fascism within Europe2. Whether Soviet Russia and either (a) Italian Fascism or (b) Nazi Germany should be seen as fundamentally similar in their form of government, or fundamentally different. 1. Fundamentally similar in relation to 1. harshness2. dictatorship3. What the British government should do in response to the “retreat from democracy.” Your memo should have three sections: 1. A short, 2-3 sentence “summary” of your analysis.1. The retreat of democracy is a clear issue within Europe. 2. Two pages of your analysis (roughly 1 page for each of the first two questions). NOTE: THE POSSIBILITIES OF COMPARISON CAN BE ABOUT ANY ASPECT WE'VE READ ABOUT THESE COUNTRIES. FOR EXAMPLE, HOW THE SOVIET/FASCIST/NAZI STATE RELATED TO: THE ECONOMY, THE FAMILY, PROPAGANDA, MINORITIES/POLITICAL OPPONENTS, DIFFERENT SOCIAL CLASSES, ETC. 3. Four clear sentences on your recommendations for what the British government should do in response to “the retreat from democracy.” Two sentences should be about domestic reforms that you suggest (are there any domestic reforms you would recommend that you think would halt the retreat from democracy in Great Britain?), and two sentences should be about diplomatic suggestions for the British government (what should the British policy toward the spread of non-democratic regimes be?). THE PAPER IS NOT ABOUT GREAT BRITAIN--WE HAVE NOT DISCUSSED GREAT BRITAIN IN THE 1930s--SO FOR THIS SECTION JUST ASSUME THAT GREAT BRITAIN IS A LIBERAL DEMOCRACY THAT IS BEING THREATENED BY FASCISM. While the paper will be written from the perspective of a participant, it should be “nothing but business.” That is, use the “character” you assume to communicate clear and thorough analysis, citing particular evidence. Use the textbook and class notes and, for practice, footnote your sources. Summary of analysis: Economy and social order have completely collapsed within Europe and have turned to dictators and socialists who claim to have an idea of how to fix the overwhelming problems within Europe. WWI has created food shortage, giant population loss, destruction and devastation of land that can’t be rebuilt without and stable economy, formation of new independent democracy as a result of lost empires, which generated a great sources wealth, with the loss of colonies were lost which also was a source of income, power and raw materials. Democracy suffered most in countries that struggled the most to recover like Italy and Germany, who are buried in debt because of the treaty of versaille. Countries like Italy and Germany have turned to socialist and dictatorships as they cling to any hope of recovery and stability. Why liberalism and democracy are now in retreat in Europe: Both liberalism and democracy are now in retreat in Europe due to the financial and economic instability as a result of reckless spending during WWI, and a significant decrease in population all throughout Europe. 57% of all the men mobilized in WWI are missing (presumed dead), wounded, killed or have died from disease and lack of food. This significant portion of young men lost in WWI helps to contribute to the downfall of Europe’s economy, stability and prosperity. All throughout Europe countries lack a central and stable power which results in more chaos and economic loss. Germany in particular has especially struggled to recover post-WWI because of the loss in all foreign investments, and being forced into obeying the Treaty of Versaille and ordered to pay a staggering ____________. 11% of France’s population has been wiped out, 6 in 10 men between the ages 18-28 were proclaimed dead because of WWI, which cost them an entire generation and left a devastating impact on France’s economy. Austria’s production has fallen 53%, and they continue to face hunger and poverty. Rapid inflation continues to be a consistent problem all throughout Europe, especially in places like Hungary and Russia where inflation rates exceed 23,000. With Europe in a deep and growing hole of debt and rapid inflation, it struggles to find its way to the surface and clings to anything that might pull us out of this depression. Corrupt, and chaotic countries with unstable democratic governments like Germany have lost hope of a reaffirming a stable form of democratic government. Although post WWI democracy brought an idea of hope and self-determination within Europe, it has lacked organization and has in turn been blamed for the collapse in our economies and lack of central democratic power within European. With no central, responsible democratic power, countries like Germany and Italy have been easily manipulated by socialists, like Hitler and Mussolini who have effectively manipulated their people into thinking they can solve the economic problems of the state and bring back prosperity. With most of Europe yearning for a sense of stability they have put their trust in weak and power hungry leaders like Hitler who claims he can restore political order by blaming the corruption and chaos on non traditional people like homosexuals, liberals, and jews. Whether Soviet Russia and either (a) Italian Fascism or (b) Nazi Germany should be seen as fundamentally similar in their form of government, or fundamentally different. Soviet Russian and Nazi Germany should infact be seen as fundamentally similar due to the similarity that in both senses the state controlled everything from the economy, political system and can be seen as a dictatorship. Nazi Germany and Soviet Russia are both totalitarianism governments. Both Stalin and Hitler are power hungry leaders, who think of their people merely as building blocks for a more powerful empire. Both have eliminated any threat against their empire by exile or more likely by death. Hitler and Stalin are manipulative, and powerful leaders who were willing to go to any extent to further their own political power and expand their empire, even if its at the expensive of their own loyal people. Soviet Russia and Nazi Germany relied widely on the loyalty of their own people, who have been manipulated by the radio, television, art and newspaper, which were controlled by the state, i.e. Hitler. Both Soviet Russia and Nazi Germany have been captured by corrupt and socialist leaders at their lowest, and most fragile point, when they needed someone who claimed they could rescue them from the hole they buried in. What the British government should do in response to the “retreat from democracy.” In response to the retreat from democracy Britain should strengthen their military, invest more in our economy and restore hope in the future of our country. If we can somehow do these three things it will set us up to not only suceed within our cshould have agreed to ease up on the reparations that are being demanded of Germany. worked more with the Germany’s government to ease up on the demands placed upon the Germany and give democracy a chance and let them recover. Although things are really bad here in Britain we can not let our scapegoat be to blame and rely on g. The harsh and depressing environment within Germany is due to our harsh treatment of their Any money Germany made had to be sent to England, Britain could have eased up on reparation, less emphasis on reparations and more on making sure germany didn’t reassembled an army. We sat by and watched as Hitler moved in on Austria and expanded their army. If Britain had been less harsh there may still be a democracy but things have got so that people turned to Hitler
