A SIMILAR RESUME TO OBAMA COULD HAUNT TOP GOP CONTENDERS -- POLITICO's own Manu Raju reports, "Ask virtually any Republican politician about Barack Obama, and you'll hear a common critique: He was too green for the presidency and lacked critical executive experience. 'He never even ran a lemonade stand,' South Carolina Sen. Lindsey Graham often says. Come 2016, that same criticism could haunt three of the top potential Republican contenders for the White House."

"Ted Cruz, Rand Paul and Marco Rubio are each in first Senate terms. None has executive experience. Two are in their early 40s, and one is barely in his 50s. Like Obama before 2008, they have spent too little time in Washington to build a robust legislative portfolio. And yet, like Obama, each is viewed as a fresh-faced star in his party at a time when many voters are looking for something new. While Obama's meteoric ascent to the White House may give each of the Republican senators hope, a relatively thin resume can be a major liability, especially when the field could include current and former governors, such as Jeb Bush of Florida or Scott Walker of Wisconsin, who can claim executive
experience."

BOEHNER CAN'T PROMISE HE'LL BE HERE TWO MORE YEARS -- Jake Sherman, reporting from San Antonio, "John Boehner says he fully expects to be speaker of the House after the next election. But whether he serves a whole term is another question. The Ohio Republican, speaking to a luncheon here sponsored by a group of local chambers of commerce, said he can't 'predict what's going to happen' and stopped short of fully committing to serving another full two-year term."

"... Boehner's noncommittal response about his future will reverberate from here all the way back to Capitol Hill and K Street. His future has been a topic of constant chatter among political types. Even people inside his orbit privately wonder why the Ohio Republican would want to serve another term wielding the speaker's gavel, given the tumultuous political climate in Washington. Last week, Boehner beat back two primary opponents to ensure his House reelection."

SENATE STOPS BIPARTISAN ENERGY BILL - Darren Goode reports for POLITICO, "The Senate officially presided over the demise of bipartisan energy efficiency legislation Monday - and the chance to put the Keystone XL pipeline up for a vote ahead of the midterm elections. On a 55-36 vote, the Senate fell short of the 60 votes needed Monday to move ahead on the innocuous and popular efficiency bill from Sens. Jeanne Shaheen (D-N.H.) and Rob Portman (R-Ohio) that had been caught in the headwinds of the far more politically fraught debates over the Keystone pipeline and EPA regulations."

DEM CANDIDATE DIES IN NORTH CAROLINA - The Washington Post's Sean Sullivan reports, "North Carolina businessman Keith Crisco, a Democrat who ran for Congress against former 'American Idol' star Clay Aiken, was found dead at his home Monday, his company and campaign said. An employee at the company Crisco co-founded and his campaign each said he suffered a fall but did not immediately provide further details. Crisco was 71. A businessman and former state Commerce secretary, Crisco had been vying for the Democratic nomination for U.S. House against Aiken in the state's 2nd congressional district. The contest was without an official winner nearly a week after the primary election."

SIZE OF NETWORKS SHRINKING FOR THE INSURED - The New York Times' Reed Abelson writes, "In the midst of all the turmoil in health care these days, one thing is becoming clear: No matter what kind of health plan consumers choose, they will find fewer doctors and hospitals in their network - or pay much more for the privilege of going to any provider they want. These so-called narrow networks, featuring limited groups of providers, have made a big entrance on the newly created state insurance exchanges, where they are a common feature in many of the plans."

CRUZ GETS BLOCKED ON BENGHAZI. Burgess Everett reports for POLITICO, "Democrats swiftly rejected Ted Cruz's request on Monday for the Senate to join the House in a bicameral investigation into Benghazi - with Cruz quoting Jack Nicholson in claiming that Democrats 'can't handle the truth.' Though Senate Majority Leader Harry Reid (D-Nev.) has already ruled out Senate participation in the probe into the death of U.S. Ambassador Chris Stevens in Libya, the Texas GOP senator wasted no time in seeking to force the Senate into joining the House's select committee that was established last week."

CHAMBER PRESIDENT TO GOP: PASS IMMIGRATION REFORM OR DON'T SHOW UP IN 2016 - POLITICO'S own Kevin Robillard, "The GOP shouldn't even field a presidential candidate in 2016 unless Congress passes immigration reform this year, U.S. Chamber of Commerce President Tom Donohue said Monday. 'If the Republicans don't do it, they shouldn't bother to run a candidate in 2016,' Donohue joked at an event on infrastructure investment in D.C. 'Think about that. Think about who the voters are. I just did that to get everybody's attention.'

HOW TO GET AROUND THE EARMARK BAN -The Washington Post'sChristian Davenport, "Deep in the phone-book-size budget bill for the Pentagon, known as the National Defense Authorization Act, are two paragraphs, totaling 203 words, that tout the tactical ladders over the more "cumbersome" ones now in use. And it directs the Army secretary to present a review of 'commercial ladder options that may reduce weight and provide additional flexibility to soldiers.' It does not authorize funding for the ladders or mention a specific company that might sell the Pentagon such equipment. Such blatant transactional wording would be a clear violation of Congress's ban on earmarks, enacted in 2011 after
numerous scandals, such as the Alaska 'bridge to nowhere,' involving members steering pork back to their districts for political gain."

IT IS OFFICIAL: ROBERTS REALLY DOES LIVE IN KANSAS - The Associated Press reports, "A state elections board on Monday rejected a claim that Senator Pat Roberts is not truly a Kansas resident, allowing him to seek re-election this year. The decision by the State Objections Board means the three-term senator will be on the ballot in the Aug. 5 Republican primary. Eight northeast Kansas residents had objected to the ballot listing, arguing that Mr. Roberts lives in Alexandria, Va., and not Dodge City, Kan."

DEMAIO 'MORTIFIED' BY PLAGIARISM CHARGE - Here's a pro-tip for any congressional candidate: don't plagiarize. Any if you do, definitely don't do it from a journalist. Republican congressional candidate Carl DeMaio was slammed yesterday for claiming authorship of a report that appears to be a copy of a National Journal story that found 102 members of Congress are collecting government pensions atop their congressional salaries. Whoops. DeMaio has called to apologize. The National Journal:

LIVING LIKE THE REST OF US: BILL WOULD FORCE CONGRESSMEN TO FLY COACH - Fox News, "A bipartisan group of lawmakers has introduced legislation aimed at preventing members of Congress from flying first class using taxpayer funds. The bill, titled, 'If Our Military Has to Fly Coach Then so Should Congress Act,' was introduced by Reps. Paul Gosar, R-Ariz.; Raul Ruiz, D-Calif.; John Barrow, D-Ga.; and Walter Jones, R-N.C., in a bid to end the purchase of first-class flight seats with taxpayer money."
