Dear Director Li, 1. Further to my last message, I met with Brigadier General Idriss al-Kindi this morning (27 April) at The Royal Office. Idriss sent his warmest regards to you. 2. Idriss was keen to see movement on the purchase of NBO. I stated that mandates were being drafted but a delaying factor has been the purchase price range and which was currently being worked on. I asked Idriss 'off record' what TFI had offered for the NBO shares. Idriss responded that TFI’s dealings had never got that far. TFI handy offered anything.. 3. On TFI, Idriss stated that he had met with them during the past week and informed them that NBO’s shares was now being offered to ‘another’ interested party. Idriss confirmed that TFI had until 1 May to come up with a Central Bank deposit or all projects that had been handed to them to invest in, would be handled over to CEFC for review. 4. Idriss was keen to add that TFI had originally promised a 20 billion USD deposit into the Central bank of Oman (CBO). A week or so later, the deposit had been downgraded to 10 Billion USD. Idriss stated that a Central Bank deposit and local investment was critical for any venture to succeed. A win-win for Oman and any external investor. I asked, subject to TFI’s non-delivery, whether I could share The Royal Office’s investment portfolio of Oman with CEFC at some point within the first week of May; Idriss agreed to do this. Comment: Idriss added that the Royal Office had delivered two CBO accounts for TFI, a fixed deposit and a current account. If CEFC are keen to invest in Financial and the energy sectors of Oman and post a review of the strategic investment portfolio, perhaps CEFC could consider transferring funds to accounts within the Central Bank? Funds could of course be withdrawn at any time. A deposit of funds in the Central Bank, would send a very serious and influential message to the Government and also to His Majesty The Sultan, about CEFC’s intent and forward-leaning stance. 5. A last point on TFI which the Royal Office thought they should pass on - TFI’s Chairman (NFI) stated that he had personally met Chairman Ye, and that the two had discussed joint investment in Oman. This had been a confusing factor for The Royal Office. I assured Idriss that any relationship had been exhaustively investigated and that TFI were not being transparent or honest with their Omani counterparts. 6. Idriss relayed that First General Sultan Nuamani (who basically runs the country beneath His Majesty), was keen to host another visit by CEFC to Oman once CEFC had reviewed the investment portfolio. Idriss stated that this would be preferred to a Shanghai visit which may be suited to a little later on in developments.
