The Senate rejected a proposal to repeal much of Obamacare with no replacement, in a 45-55 vote. Now that a replacement for the law and a straight repeal have failed, Republicans will shift their focus to a scaled-down plan to scrap Obamacare's coverage mandates and medical device tax.
